Study On The Community Governance Of Jinjiang Garden In Changzhou

Located in the core area of South Jiangsu,Jintan has experienced dramatic economic development since the reform and opening-up.After changing from a county-level city to a district of Changzhou in 2015,its industrial development skips to a brand-new stage and economic growth rate ranges ahead in south Jiangsu.Lots of land are required for industrial development,thus plenty of land in unban fringe has been planned for industrial use,a batch of farmers have been displaced and resettled,and also a mass of resettlement residential apartment has been built.Managing well the resettlement residential community that has obvious issues and numerous problems,and caring for life of farmers who are in vulnerable status appropriately have become a huge challenge to be resolved by government.Each one of us is a single individual,which is the elementary unit of family and community.Afterwards,thousand of communities constitute our society.It is an important component and inevitable requirement that community should be well-governed to meet citizens' uprising requirement for better life.Even for resettlement residential community and displaced farmers who lose their land,need for better life should not be compromised.Government should be obliged to provide human and financial resources to guarantee residents' life in resettlement community,and be responsible for guiding residents to self-govern the community through joint effort,so as to forge favorable living environment as good as that in the city and provide perfect living experience for resettlement residents.Jinjiang Garden resettlement community was put into operation in 2008,which is the earliest one in Jintan.Large scale construction and operation of resettlement community started around the year 2013 and came into climax in 2016.Taking current situation under governance and dilemma faced,and advanced community governance experience at home and abroad during latest ten years' use of Jinjiang Garden resettlement community,this paper will detailedly analyse existing problems during community governance and put forward targeted policies accordingly that wishes to provide referential experience for other community governance.This paper is consist of six parts.The first part set forth research background and significance,research status at home and abroad,and research ideas and methods.The second part set forth two notions-community and community governance,and also state theories of unban-rural integration,public governance and governance and well-governance.The third part mainly reveals governance dilemma and reason analysis in Jinjiang Garden resettlement community,which explains gradually in three consecutive levels that contain governance situation,existing problem and reason analysis.Governance situation of Jinjiang Garden resettlement community will be stated detailedly in six parts,whcih contain community personnel,management structure,infrastructure,economy,property service and public security.Existing governance problem and reason analysis of Jinjiang Garden resettlement community contain inappropriate organization structure caused by excessive governance,short-staffed governance caused by single governance body,low level self-governance because of lacking self-governance platform,as well as poor property service and public security because of its attribute.The four part mainly introduces current experience of community governance at home and abroad,which can take reference for improving current governance situation of Jinjiang Garden community.First of all,it will introduce community governance experience in Australia and Japan.Furthermore,it will introduce achievement of community governance reform in Shenyang,Wuhan Jianghan and Shenzhen Pingshan.Lastly,it will put forward referential suggestions of current situation in Jinjiang Garden resettlement community according to experiences at home and abroad,which contain mutual supplement of government governance and community self-governance,rationalized organization structure in community,community governance participated by multiple bodies and people oriented governance notion.The fifth part put forward solutions to improve governance situation of Jinjiang Garden resettlement community,which mainly focus on community governance model transformation and establishment governance structure,participation of multiple governance bodies,fostering self-governance personnel and so on,and combines with specific problems in order to put forward four targeted suggestions.Firstly,reconstructing community organization structure,strengthening core leadership of community party organization and completing residence and office separation to assure public service and community self-governance.Secondly,introducing multiple bodies and resources to participant in community governance like outsourcing social workers'service by government,developing community volunteers,fostering and developing community NGOs.Thirdly,actively guiding residents to participant in community governance,encouraging and guiding residents to express their appeals through government,social workers,volunteers and NGOs so as to achieve self-governance and self-service.Fourthly,improving level of resettlement community through several measures,implementing grid management to lay a solid foundation for community governance,forging premium resettlement community by providing high-quality property service and Managing community emergencies specially to assure community security.
