Research On Urban Community Governance In Tianning District Of Changzhou City

In 2012, the Ministry of Civil Affairs began to promote the National Community Governance and Service Innovation Experimental Zone. Taking this opportunity,Changzhou Tianning District started the innovational experiments with the theme of"build three linkage mechanisms, enhance community service, ability and improve citizen's satisfaction".In January 2014, approved by the Ministry of Civil Affairs, Changzhou Tianning District was approved as "national community governance and service innovation experimental zone". The experiments take three years to finish, starting from January 2014 to December 2016. In early 2017, Tianning district checked the experiments and get fruitful achievements.The purpose of creating an experimental zone is to provide a model for the advancement of community governance systems and the modernization of governance capacity. Tianning District made a first try, with experiences and problems; it can provide a reference for community governance in other areas. With the advance of urbanization, the pace of "village to home" is growing. Being an old city area of Changzhou, Tianning District has the largest number of and mostly concentrated urban communities in the city. This is why we study community governance in Tianning District of Changzhou City.Through field investigation,in-depth interviews and other methods, this paper deeply studies the current situation of urban community governance in Tianning District and finds that the urban community governance in Tianning District is fruitful. But there are also some problems like excessive burden of administrative work in urban communities, the gap between governance capacity and demand is big,the difficulty of construction of social work tea, the slowly development of social organization, and the low degree of informatization of community governance. Inspired by the "smart community" of Suzhou Industrial Park, the "social organization ecology circle" of Jiangbei District of Ningbo City and the "three community" platform of Hangzhou Shangcheng District, we begin the study of Changzhou Tingning district.First of all, under the guidance of the government, we promote community autonomy,cultivate community social organizations, develop the community of social work, and explore the multi-agent interaction. Secondly, based on the need of specialization of public service for community residents, diversification of social services,personalization of service of "grid", we improve the concept of the system design based on individuals. Finally, through the text formulation, landing practice, benefit evaluation,we carry out the construction of community governance standards system. It leads to standardization of the community governance, clearer job responsibilities, specification of securities, services in place. And the assessment system becomes more comprehensive. And management costs are greatly reduced.
