Study On The Optimization Of Government Functions In The "Three Societies Linkage" Community Governanceinnovation

Community governance is the footstone of social governance,the innovation of community governance is the experimental ground and main battlefield of the innovation of social governance.In recent years,around the construction of new social governance system and the building of common governance and sharing social governance pattern,The Central Committee of the communist of china,the State Council and the Ministry of civil affairs promote the innovation of community governance continuously and have attached great importance to it.General secretary Xi Jinping has repeatedly stressed that "the grass-roots are the foothold of all work,and the focus of social governance must fall into the urban and rural areas and the community".Affected by this,the "three societies linkage.of community governance innovation came into being,which is aimed at breaking the decentralized state of community governance,integrating the resources of the community,social organizations and social workers,And as a replicable and popularized model of community governance innovation,it has spread rapidly in the national urban community.How to promote the further landing,operation optimization and efficiency promotion of the "three society linkage" has became the focus of practice and the hot point of theory in the innovation of community governance.Based on the theory of governance and the theory of new public service,based on the ASCI satisfaction evaluation index system,this paper conducts a questionnaire and interview research in the S district of H city which is admission to the Ministry of civil affairs "the ten innovation achievements of China's community governance innovation in 2014".The study found that,although the case area has completed the transformation of governmental functions from the leader to the leader,from the leader to the cultivator,from the supervisor to the supervisor on the system setting,but it also has problem of institutional mechanism like the boundary between the government and the society is not clear and the division of labor and cooperation is not smooth,there is a gap with the residents' cognitive needs,response needs and subjective judgment of the service value of related information,we need to further optimize the functions of the government,to clarify the border between the government and the society and strengthen cooperation and interaction,strengthen the participation of residents and promote the professional level of social workers and social organizations.The paper is composed of five parts.The first part is the introduction.It introduces the background and significance of the topic,literature review at home and abroad,the research ideas and methods,the main points of innovation,and the key points and difficulties of the research.The second part is mainly to define the core theme words in the article,and sorts out the related basic theories,so as to lay a theoretical foundation for the full text of writing.This article focuses on the "the linkage of the three societies" in the S District of H city as the research object.Through the collection and field investigation of the case area,this paper analyzes and generalizes the system design and the role of the government of "the linkage of the three societies" in the S District of H city.Then,based on the research data obtained,we analyze the evaluation of the government's work from the satisfaction of the community residents and the government collaborators,so as to make an analysis and evaluation of the operation performance and government functions of "the linkage of the three societies" in the S District of H city.Finally,from the point of clarifying the role of the government and stimulating the vitality of the society,we put forward reasonable and feasible proposals for the optimization of the government functions in"the linkage of the three societies" community governance innovation.
