With the development of economy and the intensive competition,problem of job burnout in all kinds of profession has been paid more and more attention.Early studies suggest that job burnout is a symptom of emotional exhaustion that tends to occur in service industry.In recent years,however,many social surveys show that the job burnout of people who work in the government offices or public institutions is also very serious,ranking in the forefront of the burnout degree of professional groups.This result is contrary to the popular impression.So the national civil servants' job burnout has become a hot spot of research in recent years.Since the 18 th national congress of the CPC,the party and the government have made a strategic choice to build a service-oriented government which orients the masses happiness.In the early 1990 s,the government service agencies effectively carried and promoted the reform of China's service-oriented government construction and administrative system.In particular,in the front line of posts below the county level,the primary civil servants directly work with the enterprises and masses.Therefore,they are the bridges and links between the government and the people.Their mental states,enthusiasm and attitude directly affect the implementation of various policies,and the evaluation of the government's ability to serve people.However,due to the particularity of their work,they need to master many policies and regulations,and they are faced with a lot of reception and consultation.Compared with ordinary civil servants,they need to pay more work enthusiasm,and the problem of job burnout is more prominent.This study based on the county of J.On the premise of defining the core concept such as job burnout and formulating the theoretical foundation of job burnout,using MBI-GS burnout inventory and questionnaire to explore the current situation,and analyze the collected samples with Excel software.The conclusion comes out that the situation of J county primary civil servants,burnout has been very serious.Demographic variables such as gender,age,education background and the length of service will have different effects on it.With these results,the origin of primary civil servants burnout is analyzed from the aspect of individual,organization,and society.Firstly,from the perspective of organization,the limitation of identity,the imperfection of the appraisal incentive and vocational training system cause the phenomenon of job burnout.Secondly,in terms of social factors,dealing with external public opinion and the complicated interpersonal relationship and the lack ofsocial support aggravate this problem.Lastly,the reasons of individual are mainly manifested in the low professional matching degree,psychological imbalances and the lack of self-regulation ability.At last,we put forward some suggestions on how to alleviate the burnout in the personal,organizational,and social level based on the analysis of causes.At the organizational level,the countermeasures mainly include: perfecting the relevant institution and mechanisms,such as evaluation system,fault-correction,compensation and training.Then from the view of society,it is necessary to strengthen the positive publicity and guidance of public opinion,to clear the channels of interest expression and dialogue and consultation mechanism,and to establish reasonable expectations for the primary civil servants.In the meantime,the primary civil servants should do from themselves,comprehensively improving their ability,setting up the right professional view,and enhancing their ability to cope with burnout.
