At the moment,our government departments shift toward a service-orientedgovernment,The public focus on the government service capacity and governacecapabilty.As the constituent elements of the department, Primary civil servants play acrucial role.A survey on the Internet shows that civil servant group is one of the highestjob burnout feelings.And Primary civil servants directly serving the public and socialconflicts, not only affect their own health and development but also related to theimage of government.Therefore this study is very important.This essay,based on Two Factor Theory and Resources Conservation Theory,through108questionnaires,found that the phenomenon of primary civil servantsburnout is widespread,but not significantly. From burnout emotional exhaustion,depersonalization,and low sence of accomplishment,the junior officer’s burnoutinflunced by gender,age,marriage,work experience,education,administrative levelsand departments variable.Finally,from the personal factors,organizational factors andsocial factors,propsed suggestions alleviate burnout of primary civil servants.
