Lack Of Authority: Research On The Plight Of Grassroots Governance

Villagers' Autonomy System is formed in the change of the product of social trends,it can reflect the will of the broad masses at the grassroots level,and it is also a kind of effective democracy at the grassroots level.In 30-year's development,it has made a remarkable progress,not only effectively promoted the development of rural society in China,also provides a reference for the democracy at the grassroots level system model.But with the change and development of the society,the villager autonomy has started to face many problems,and to solve these problems has not stopped,the discussion of one of the more conspicuous focus is the problem about the lack of authority of village governance,village governance organization authority the lack of affected the normal operation of the village organization,also leading to national policy in into the village problems easily.And land approval as a national vigorously promote rural policy in recent years is developing nationwide,but in practice in some parts of the implementation difficulties,therefore,in this paper,land approval as the breakthrough point,through to a village "empty right" phenomenon,during the whole process from work made by combing the performance of the lack of authority of village governance,lack of authority and analysis the reasons behind the phenomenon.Through the study found that the authority of the village governance organizations lack for land approval in advance at the grassroots level has obvious effect,village organization and lack of authority by the government at a higher level,the villagers and village cadres itself due to various reasons such as common.Change after tax and fee reform village internal relations,the villagers of village collective depend on reducing,township government in the implementation of national policy requirements will also be changing to a certain extent affect the authority of village governance main body;Under the impact of the market economy at the same time,the villagers in the perspective of self-interest mistrust of the village officials with the government at a higher level "squeeze" the authority of village organization,resulting in the village of lack of governance organization authority land made trouble.Therefore,this study concluded that only solve the problem of village governance organizations lack of authority that can guarantee the effective operation of rural governance,in order to let the villagers' autonomy to some extent,promote the development of China's rural to get rid of the existing problem.
