Many villages in the central region of our country are faced with the social structure differentiation,including the weakening of the community consciousness and the atomization of individual actions and fragmentation of interest claims.The survival of the village community is still difficult.Traditional social organizations in rural areas are linked by faith,interest,blood,and geopolitics.They have played an important role in maintaining the village community in the traditional period.In order to reshape the village community and realize good governance in the countryside,it is necessary to fully tap traditional cultural resources and organizational resources,give support to rural traditional social organizations with development dynamism,exert their function of maintaining the village community,ensure the sound development of the village community,and improve the level of rural governance.This paper takes the theory of "village communitariansim" theory and "Meta governance" theory as the theoretical basis,and uses the village community in which it is embedded as a spatial background,and from the following three aspects: "The form of the Huahui-the operation of the Huahui-the function of maintaining the village community function".A historical analysis of the situation in the three stages of development in the "traditional period-the early days of the founding of the People's Republic-the new period" was conducted on the Huahui organizations in the Mafang township of Henan Province.In the traditional period,the Huahui as a traditional rural social organization was born in the village community,grew up in the village community,and perfected in the village community.Its operation is based on a common belief as the pillar and soul,with blood and pro-region as the fundamental strength,and the provision of public cultural services as an attraction and impetus,with the rural elite as an important resource dependence,and collective ceremonies and activities as the external performance.The form has become the letter carrier,spiritual bond and cultural support of the local village community,which can effectively maintain the unity and stability of the village community.In the early years after the founding of the People's Republic of China,the administrative power of the country extended to all areas including culture and society in the rural society.The spiritual beliefs of the “spiritual worship” in the village community were disintegrated,and the spiritual core of the organization of the society was embedded with its environment.The change has also undergone qualitative changes.It has been transformed from a spiritual and cultural bond that maintains the unity and stability of the village community to a cultural tool with a certain political color.The Huahui that has undergone a qualitative change has further deepened the transformation of the village's social governance structure and promoted the villages.The reconstruction of the social structure of the community.After the reform and opening up,the Huahui organization after the brief disintegration quietly revived under the villagers' efforts and reentered the village community.However,under the impact of market economy,urbanization,and the diversification of modern public cultural services,Huahui inevitably suffer from differentiation.In order to improve the quality of public cultural services and give full play to the functions of traditional social organizations in maintaining the village community,the local government has established a system of “government building platforms,social organization providing services,enterprises providing support”to promote the development of Huahui organizations.The functions of the organization of maintaining the community of the villages in the villages are backed by the villagers' supply and enjoyment of public cultural services,and with the launching of projects such as Guang chang show by various levels of government,the introduction of Huahui activities by the scenic spots,and the supply of Huahui.The target groups of public cultural services are also expanding.The function of the organization of the community to maintain the village community experienced an inverted U-shaped course of change.The influencing factors include not only endogenous forces but also the external environment.Specifically,it includes the rural elite,the peasant class,and the national power.Play and interact with each other and work together in traditional rural social organizations.First of all,the management ability and level of the rural elite influence the direction and level of development of the organization.As the elites in the rural society,they are the actual managers and controllers of the organization.They are responsible for organizing the election of villagers,meeting fees,organizing activities,and formulating relevant rules and regulations.They can effectively integrate the resources of the village community and ensure the continued operation of the organization.Second,the majority of peasant groups are the largest participants in rural social organizations.Their attitudes and actions directly determine the smooth operation of flower club organizations.They are their cornerstone and their decisive force.Moreover,the small relatives that are linked by kinship are like a solid small community.When the individual peasants act with the help of the power of the small relatives,they will have an important influence on the operation of the organization of the Huahui.Third,in different historical stages,the state power has different degrees of control over the organizations of Huahui,making the construction of state power influence the traditional social organizations in rural areas differently.However,the state is the basic factor influencing the changes of traditional Huahui organizations.Only by ensuring the benign interaction between the rural elites,the peasant class,the national power and the correct distribution of roles can we ensure that traditional rural social organizations can effectively perform their functions,and realize good governance in the countryside.Rural traditional social organizations are important resource and driving force for realizing villagers' autonomy.We need to fully tap traditional governance resources and integrate high-quality traditional cultural resources and organizational resources into modern governance systems.However,due to the immature development of China's traditional social organizations,the ability to integrate resources and the ability to coordinate interests is limited,and because the “Meta-governance” theory is in harmony with the core status and leading role of the government emphasized in rural governance.So this article introduces the perspective of “elemental governance”.Exercising the main body of meta-governance—the leading role of the government in the social governance system.The government should play the role of a "elementary governor" and take the initiative to shoulder the responsibility of planning guidance and overall coordination.The government should take the initiative to assume the responsibility of planning,guiding,and coordinating and coordinating and build a system of “government helm,social organization paddle,enterprise support” and adopts a “multiple-body interaction”mode that “makes every effort,takes what every need,Multi-agent participation”.This model gives full play to the initiative of social organizations,rural elites,peasant groups,and enterprises,and Safeguards Huahui and other traditional social organizations are used to maintain the function of the village community.By guiding the operation of the social governance network system,the government guides the participation of social organizations,rural elites,farmers' groups,and enterprises in social governance and builds a system of “government-led,social organization participation,and enterprise assistance”.And the government adopts a multi-subject solidarity and interaction model of “giving each other their strengths,taking every need,and participating in diversity”.This will give full play to the initiative of social organizations,rural elites,peasant groups and enterprises,and ensure that traditional social organizations such as Huahui will sustain the function of the village community.
