The Contention In Dependence:the Relationship Between Community Social Organizations And Community Neighborhood Committees

In the context of the new period,community social organizations in China are facing new opportunities in development.This study takes a street in X City as the research site,and the "community social organizations assistance program" in X was taken as an example.Under the guidance of qualitative research methods,the author use the participation observation method and interview method to carry out practical research.According to the author's practical experience,the relationship between community neighborhood committees and community social organizations in the neighborhood is complex,and there is some resource contention.This study analyzes the relationship between community neighborhood committees and community social organizations in the perspective of resource dependence,and the resulting impact on the development of community social organizations.It also analyzes the reasons for the resource contention between community neighborhood committees and community social organizations.Some points to promote the cultivation and development of community social organizations are put forward.The study found that there are four types of relationships between community social organizations and community neighborhood committees in the A—street X City:the autonomous cooperation type,the attachment—based agency,the individual—type organization,and the conflict-contradictory model.Community social organizations have strong reliance on the community neighborhood committees' resources,such as organization operating fund,publicity and reporting resources,organize activity positions,system construction training,and access to community affairs;at the same time,Community social organizations also have some help in the work of community neighborhood committees,such as reducing pressure on funds,reducing work pressure,building the foundation of the masses and making up for public services.When resources are interdependent,there is a phenomenon of resource contention between community neighborhood committees and community social organizations.According to the practice investigation,the author analyzes the reasons of this phenomenon from the three aspects of community neighborhood committees,community social organizations,and policies and regulations,such as the limited resources of community neighborhood committees,the role of community social organizations is ambiguous,community social organizations have weak awareness of self—protection of rights,and poor implementation of policies.After reflection,the author have made four suggestions to actively promote the development of community organizations in the community:1.Actively develop community social organizations'and community neighborhood committees' access to resources;2.Identify the relationship between community neighborhood committees and community social organizations and strengthen institutional development;3.Strengthen organization building and capacity building of community social organizations;4.Set up a bridge between community neighborhood committees and community social organizations.Through the above measures,we can promote better cooperation between community residents' committees and community social organizations,and at the same time,promote both parties to use resources within and outside the community more rationally and effectively to achieve a win-win situation.
