Local Governance: From Local Government Innovation To Comprehensive Governance

From the "New Public Management Movement" in 1970s on, Anglo-Saxon countries not only concern about the reform and governance of the central government level and focus on local governance and development. Western theory and practice have produced a lot of practical experiences and theoretical inspiration for the study of governance of Chinese local governments.This paper carries out a comparative study of the theory and practice of governance domestic and abroad, using the method of induction and deduction, pointing out that the concept of governance takes on different meanings between the scholars in and abroad . As local government innovation is an important way to promote the continuous development of local governance. The process of local government innovation constantly improves the local governance. From a broader perspective, based on the evolution of economics, new institutional economics theory, this paper constructs a new interpretation of local government innovation in general analytical framework, and the characteristics of its evolution characteristics are summarized. Finally, this paper puts forward the realization mechanisms of innovation of Chinese local governments to local governance.The full text is divided into four parts: A Literature Review, the local government innovation general analytical framework, realization mechanisms of innovation of Chinese local governments to local governance, conclusion with the empirical research and policy advice.On the part of literature review, we review the latest research on governance and local governance of foreign and domestic scholars. We review the newest research on the local government competitions of foreign and domestic scholars. On the part of theory research, from the perspective of evolutionary game, this article constructs a framework for dynamic analysis of innovation, analyzes the context of local government innovation and summarizes its evolution characteristics. Then the realization mechanisms of innovation of Chinese local governments to local governance is explored .On the final part, we draw a general conclusion and proposed inspiration to Chinese local governance through theoretical study of local government innovation and local governance...
