Research On Construction And Application Of Social Fire Control System In ShenZhen

Since the reform and opening up,China's economy has entered the fast lane,with the accelerating of urbanization.With the city's growing,the number of enterprise is growing.With all kinds of large comprehensive buildings,public service places are also becoming more and more.The fire inducing factors and some uncontrollable factors are also becoming more and more,with the increasingly serious urban fire situation.Especially for some key units such as populated places,public gathering places,workshop and warehouse,it will cause very serious consequences once the fire happens,leading to huge losses of life and property of the consequences.At the same time,due to the influx of large numbers of migrants,many people's lack of fire protection knowledge has brought great difficulties to urban fire fighting.The current situation of fire fighting in our country is still serious.There are 219,000 fires in China from January to October of 2017,leading to 1,065 deaths,679 injured,and a direct economic loss of 2.16 billion Yuan.Among all of the fire accident,many of them result in a large number of casualties because some of the hidden perils cannot be found in production,governance is not a firm,safe production responsibility does not be implement,management does not reach the designated position,staff safety quality is poor,the related people have improper save way to escape,fire control facilities is not sound indication,escape instructions are not clear.Therefore,under the background of China attached great importance to fire management,in the promotion of social fire management concept of "unified leadership,departmental supervision,unit overall responsibility,citizens active participation",it is necessary to study the issues of construction and application of social fire management system combining the with the reality of Shenzhen city.This thesis is divided into four main parts except "introduction" and "summary and outlook".The first part is "the theoretical basis of this study".This part mainly elaborates the three theoretical resources that support this research,namely system theory,social management theory and new public service theory.The second part is "the analysis on the construction and application of social fire management system in Shenzhen".After analyzing the current situation of the construction of Shenzhen's social fire management system,this part emphatically analyzed the existing problems in the application of social fire management system in Shenzhen from the aspect of "social fire main body responsibility implementation does not reach the designated position","the responsibility of the social fire control system is not in place",etc.,and analyzed the reasons of problem from the aspect of "some departments lack active complete fire control work enthusiasm","fire safety self-discipline mechanism is not effective to establish",etc.The third part is "the experience and inspiration of the construction and application of foreign social fire management system".This part summarized the enlightenments from foreign experience of construction and application of socialization of social fire management system from dimensions such as "attaching great importance to the fire prevention work,establishing and improving the fire related legal system","government departments to share the fire control work duties",on the basis of introducing the experiences that Europe,America,Japan and other countries how to construct and apply the of social fire management system.The fourth part is "the countermeasures discussion in improving the construction and application of social fire management system in Shenzhen".This part firstly discussed the suggestions for the construction of social fire management system in Shenzhen from the aspect such as "strengthening social fire management legal",then structured the basic strategy in improving the application of social fire management system in Shenzhen from the aspect such as "strengthening the social fire management system education".The innovation intention of this paper is mainly expressed as:system in-depth analyzing the problems and reasons in application of social fire management system in Shenzhen for the first time;the four countermeasures and suggestions for improving the application of social fire management system in Shenzhen such as '"to promote socialization of fire training" proposed in this paper have new meaning and high value of policy advice.
