Multiple Organizational Adaptability Of Rural Community Co-nstruction In Institutional Environment

Since China began the process to promote the construction of rural communities in 2006,it has made remarkable achievements.At the same time,however,the phenomenon of vacant facilities,vacant institutions,and vacant institutions in rural communities is also widespread.These inefficiency phenomena have not only been alleviated by the country's policy of“Based on local conditions”,but have also spread during the construction of rural communities.The two existing research orientations analyze this phenomenon from the perspective of community and political entity and give some theoretical or technical explanations.However,due to the lack of a mesoscopic perspective,these studies cannot understand the motives behind those phenomena.This thesis introduces the relevant theories of organizational sociology.The new institutionalist schools of organizational analysis distinguish between the organizational environment built on the efficiency mechanism and the institutional environment built on the legality mechanism.It is believed that the organization will be affected by both the organizational environment and the institutional environment.The process affected by the institutional environment is called the institutionalization process.This process includes mandatory,imitation,and regulation.The result is the separation of the organizational structure from the it's operation,the strengthening of the confidence and goodwill of the members,and the ceremonial inspections.Evaluation.However,in the context of China,the party's leadership and the government's leading have made the institutionalization of rural communities in the institutional environment far more complex than mandatory,imitation,and regulation.Based on the framework of economic efficiency and political efficiency,when analyzing and observing the process of rural community construction in Central E Province,we found that different institutional mechanisms are related to different type of community construction,including rule enforcement,efficiency activation,and political mobilization and conspiracy.The process of responding to these institutionalized mechanisms is the adaptive process of rural communities.It presents accommodate to circumstances,passive coping,organizational innovation and horizontal imitation,which constitute the multiple adaptations of rural communities.Diversified adaptation behaviors have a significant impact on the rural community at the structural level,mechanism level,decision-making level,and behavior level.This multi-adaptability has hindered the way of achieving policy objectives.Some behaviors have slowed down the process of goal achievement.At the same time,some have caused deviation from policy objectives.
