Study On The Organizational Structure And Operating Mechanism Innovation Of Urban Community In Chongqing

With the development of urban community construction and continuous deepening of urban management system at the grassroots level in Chongqing, the organizational structure and operating mechanism of urban community tend to be consummation gradually. But the intervention of government continues until now because of the influence of the traditional unitary administrative managing mode. It makes that the relationship of authority and benefits among community organizations is not defined. The organizational structure and operating mechanism of urban community need the further optimization and consummation.This paper focuses on the case of Y community in Chongqing, it describes authority and benefits of the five kind of organizations, including the Party, government, autonomous organization of community, enterprise and non-profit organization, and it also elaborates the present situation of the community's operating mechanism which comprises work mechanism of community committee, human resource obtaining mechanism, fund-collecting mechanism, decision-making mechanism, evaluating mechanism, inspiriting mechanism, supervision mechanism and participation mechanism. This thesis discloses the characteristics of the organizational structure and operating mechanism of urban community. The organizational structure of urban community not only has characteristics of the bureaucracy organization's vertical structure, but also has characteristics of the network organization's horizontal structure. What characteristics of the operating mechanism of urban community is the integration of vertical administrative control and cooperation among community organizations. There are a lot of problems because bureaucracy administrative control is displaying the leading role. The jurisdiction of the Party, government and autonomous organization of community and the responsibility of them are unclear. The space of the community autonomy is extruded; participating consciousness and autonomous ability of the community inhabitants are not strong. Therefore the function of the community autonomy organization is not mature.
