Honesty is part of the quintessence of Chinese traditional ethics.It plays an important role in adjusting social relations in ancient society,which has been promised and contracted lightly.Now in China,it should still be the whole society' s common recognition and be carried forward.The CPC Central Committee pointed out in the report of the 18 th National Congress of the CPC that "The moral anomie and lack of honesty exist in some fields of the society",it calls for "To strengthen the integrity of government affairs,business affairs,and social honesty,and the judicial public trust",the society advocates to be "Patriotic,Dedicated,Honest,Friendly " citizens.Civil servants,on behalf of the state and the government at all levels,are the concrete of the government's integrity.Therefore,the behavior of the civil servants' integrity is the breach to improve the current social moral conditions,and should be the model of social integrity.For the Party and government,strict management of the information of the integrity of the civil service groups,is not only a necessary way to build a responsible government,but also the only way to build a harmonious society.This article starts from the concept of civil servants' integrity,studies the connotation,characteristics,significance and basic framework of civil servants' integrity from the macroscopic point of view,and probes into the system construction,operation method and management mode of civil servants' credit information management.On the basis of discussing the concept,characteristics and significance of civil servant's honesty and the theory basis of information management,the author thinks that the foundation of civil servant's honesty information management lies in the information gathering,the key lies in the information application,the guarantee lies in the technical support and through the current civil servants' honesty Information management of the status quo analysis,expounded the shortcomings and the causes.This article chooses the United States and Hong Kong as the examples to understand and analyze the concrete practice of its civil servants' credit system construction and summarizes its inspiration to the honesty information management of civil servants in Shanghai as well as in China.After that,this article mainly elaborates the countermeasure and the thought of the civil servants' credit information management,and combined with our country's current national conditions and the actual situation of the Shanghai civil servant team,we advocate the self-discipline of the honesty information from the idea,collecting the information from the source strictly,strengthening the integrity of information supervision and management,and continuously promoting the civil service integrity system from the results of the use of integrity information examination results.Especially,it is the biggest innovation of this article that the personal declaration of honesty and integrity is carried out from the following five aspects: moral cultivation,duty performance,equality and justice,law-abiding and life value.Of course,there might be some shortcomings in the content of this study.At last,this article summarizes the views of the full text and describes which issues could be further studied.
