Study On Parking Difficulties In Old Residential Areas In Wuhan On The Basis Of Polycentric Governance Theory

In the past ten years in Wuhan,the automotive industry has developed rapidly,the number of private cars has soared,the residential areas have fallen behind in construction indicators,and the problem of parking management has become increasingly prominent.This is contrary to the spirit of the document that the Wuhan municipal government has vigorously advocated in recent years to build livable communities.Therefore,it is a very important task to study and solve the problem of parking in the old district of Wuhan,In order to solve the problem of parking in the old community of Wuhan city,a combination of theory and practice is adopted to analyze and study.First of all,through the domestic and foreign related literature on parking area parking problem collection,collation,comprehensive introduction of the existing research results in this field,clarify the existing research foundation,clear the research space of the problem of parking problems in old areas.Then,select the old residential district with certain representative in Wuhan,carry out the investigation and study on the field visit and issue the questionnaire,sum up the main performance of the old district parking problem in Wuhan,and then through the comprehensive analysis,it is concluded that the problems of the old residential quarters in Wuhan are mainly the following four reasons:(1)The government failed to play a leading role in the community parking management process.(2)The participation of social capital in the process of community car park management is not high.(3)The effectiveness of the supervision and evaluation mechanism of social intermediary organizations is not enough.(4)The channels for community residents to participate in community governance are not smooth.Secondly,it selects the representative countries and central cities at home and abroad,studies the relevant solutions to solve the problem of parking difficulty in residential areas,and analyzes and summarizes the relevant experiences on solving the problem of parking problem abroad and out of the country.Finally,based on the above problems,the relationship between government and social cooperation is established on the basis of multi center governance,and the theoretical basis of improving social autonomy and self-service ability is improved,and the countermeasures and suggestions are put forward from the following four aspects in combination with the relevant experience of solving the problem of parking difficulty both at home and abroad.(1)The government should clearly define its role in the process of governance and play a leading role.(2)Introducing social capital into the construction financing of community parking lots;(3)Vigorously develop social intermediary organizations to participate in the management of community parking lots and give full play to their supervision and evaluation.(4)Expand community residents’ participation in community governance.Based on the theoretical perspective of multi center governance,we can solve the problem of parking in the residential areas of Wuhan,improve the social governance,and accelerate the formation of a new social management system of party committee leadership,government responsibility,social coordination,public participation and the guarantee of the rule of law so as to accelerate the innovation of the parking management model in the residential areas of Wuhan.
