Community Systematization:An Observation On Community Development Association In Taiwan

Community systematization is a means to aggregate community resources,and improve community governance,and is also the basis for community development.Community social organizations are in a state of low-organization and lack of autonomy and public welfare in China.There is a serious imbalance between the rights and responsibilities of community social organizations and community residents' committees.The phenomenon of scattered and fragmented communities is serious.A large number of community residents are detached from community social organizations,community neighborhood committees,and community welfare,these have restricted the improvement of the community governance level,and that need to build community social solidarity.On the one hand,Community Development Association has adapted to the needs of the Taiwan authorities for the unified governance of the community.On the other hand,it has consolidated and condensed community residents in a decentralized and fragmented state into a force to achieve community organization and meet the needs of residents.The content and forms of community development and community governance in the mainland and Taiwan are the same,and the study on the organization of community development associations is of great significance to the existing chaos of community social organizations in the mainland,the participation of community social organizations in community governance,the meeting of diverse needs of residents,the promotion of the development of social welfare and the promotion of social harmony.In the paper,in order to clearly discuss the problem of community organization of Community Development Association,the author adopts the appropriate qualitative research method.Through field interviews and observations of two typical Community Development Associations,the perspective of institutions and the function in the across the line,with the development of Taiwan Community Development Associations,the structure of the Community Development Association,function orientation and the relations between power and responsibility "flagship plan" project application in the community development association for logic,on how the Community Development Association "bottom-up" approach to achieve social community organized the interpretation of this process in detail.In the organization of the social development association,it is important to illustrate the organizational structure and function of the social development association.Finally,the paper evaluated and reflected on the value of Community Development Association based on the implementation of "flagship plan"project,and puts forward some suggestions for the development of community social organization in mainland towards a more professional direction.This paper breaks through the short-term study of Community Development Associations by previous scholars research of Community Development Associations.The author conducted long-term field interviews and observed the activities of Community Development Association.Based on the structure and function,the author has research the development of the social development association of Taiwan,the value of the social development association has been evaluated.The whole thesis by observing,tracking and analysis of the structure and function,this paper finds that the Community Development Associations plays a key role in the improvement of the level of community governance and the positive interaction of residents' autonomy,as well as the particularity of the Community Development Associations itself.
