Research On The Relationship Between Government And Media In Public Crisis Governance

In recent years,China under the era of "great transformation" has been plagued by the so-called "risk society" of Ulrich Beck.In China under the transitional society,the public crisis is frequently occurring,and the superposition of various production accidents,natural disasters,health and infectious diseases has caused great loss of property to our country.The government attaches more importance to the governance of public crisis and absorbs multiple subjects to participate in the process of public crisis management.The rapid development of network technology has given rise to the birth of new media,as the important players in the crisis management,the context of the new media,the public crisis management in the tradition of government proposed the new challenge,in the past state of the relationship between the government and the media in crisis management can't adapt to the reality.The current discussion on this issue focuses on the analysis and elaboration of individual crisis events,and lacks a comparative study on the relationship between the government and the media.Therefore,the research background of new era,different time nodes of government's relations with the media in the public crisis management,to grasp the relationship between different insight into the current loopholes and deficiencies,promote China's public crisis management process,has the very vital significance.This paper on the governance theory and the theory of crisis life cycle theory and the social responsibility theory based drink,of public crisis management in government and media relations of theoretical analysis,including potential period of public crisis,public crisis emergency period and spread its period as well as the public crisis recovery,the role of the government and the media.The necessity of constructing the benign relationship between the government and the media and the relationship between the government and the media are expounded.Selection of classic case study,from thecrisis information release,the degree of transparency,public opinion guiding direction and cut into the value orientation of four elements,the "5.12 wen chuan earthquake" in2008 and 2015 in tian jin tang gu big bang "8.12" respectively to study the relationship between government and media interaction,in two cases of seven years apart longitudinal comparative analysis,summarized from the "wen chuan earthquake" to "tian jin tang gu big bang" the difference between the government and the media interaction.Thirdly,from the case itself,we can see the problems caused by the relationship between government and media in public crisis governance and analyze the causes of these problems.Finally,the paper gives some reasonable Suggestions to construct the benign relationship between the government and the media in the governance of public crisis.
