Research Into Third-Party Evaluation Of Satisfaction Degree On Law-Based Administration Of Suzhou Municipal Government

Since the reform and opening up,especially in the 21 st century,Chinese government has issued multiple policy decisions and applied a series of measures so as to accelerate promotion of law-based administration and to vigorously build rule-of-law government.In recent years,some provincial and municipal governments have become pioneers to develop evaluation index system of rule-of-law government.The appraisal is made on governmental ability of law-based administration,and it is conducted within the government or by the entrusted third-party organizations.One of the significant evaluation indexes is the public's satisfaction degree towards law-based administration of the government.To make investigation on public's satisfaction degree of rule-of-law administration not only complies with the nature of the Chinese government as the executor and defender of people's interests,but also conforms to the objective rules and necessary requirements of building a law-based government.This paper takes Suzhou,a large city of ? type in Yangtze River Delta region,as the research object and implements the survey of public's satisfaction degree with regard to law-based administration of the main 47 departments of municipal governments and 10 municipal governments under the district jurisdiction in Suzhou through the third-party.The applied methods include literature research,observation and investigation,and questionnaire.Also,the used descriptive statistics method contains the one with the average number,and differential statistics approaches are adopted concerning correlation,t test and analysis of variance.Based on the analysis on factors influencing public's satisfaction degree about law-based administration,countermeasures and suggestions are provided for improving public's satisfaction degree on law-based administration and constructing law-based government in terms of existing problems as well as weaknesses from the following aspects: focusing on key groups,enhancing overall satisfaction degree,optimizing appraisal system and establishing system of normalized appraisal,conferring the right of independence on third-party organizations to guarantee the fairness and objectivity,improving the scientificity and professionality of these organizations to guard the reliable consequence.
