The Behavioral Logic Of Public Services Contracting Purchase:Mobilization,Risk And Governance

Since reform and opening up,Contracting Purchase has become a popular leading way as well as an innovative tool in public services supply field in China.However,its marketization reform is far from effective as expected.Besides,in recent years,the massive blocking-up,resurgence and frustration of public services supply has posed severe challenges to the marketization and socialized mechanism.A large number of scholars such as Ruth Hoogland Dehoog,Donald F.Kettle,Zhiren Zhou,Puqu Wang,Ming Wang,Jun Zhou etc.,begin to rethink profoundly that if civil society has shown too much irrational passion to the privatization and public-private partnership philosophy in New Public Management because of the “overkill” to the traditional ideology that government leads everything or the special political climate?In other words,as a governance tool,public services contracting purchase is not an isolated existence.A series of external variables like political and social mobilization,the stage of economic development,the contracting relationship between Nation State and Civil Society along with their different kinds of combinations with each other are likely to affect the treatment and result in diverse governance problems.It should be given objective and rational analysis and then put forward targeted mechanism to effectively patch up the vulnerability and weak links for different issues,rather than misplaced juggernaut.The basic ideas of this research are as follows: Firstly,based on precious research fruits,the author has built a holistic analytical framework of public services contracting purchase characterized by the inherent evolutionary logic of mobilization,risk and governance,which is mainly from the perspective of economics and management.Secondly,we will introduce the background of public services contracting purchase from a macro perspective to lay a theoretical foundation for the following analysis.Thirdly,we will clarify the type,goal and path of public services contracting purchase with help of investigation to the evolution realistic of social mobilization classified by "traditional versus modern" division and take the significant differences between the aspects of content,pattern and results as a breakthrough.The next is to research the principal-agent dilemma with joint perspective which combines managerial analysis with political analysis under the holistic pluralistic framework,which generally exist in the process of risk governance on public services contracting purchase and then propose the corresponding contract management supervision mechanism to resolve them.The last part is to analysis the process and behavioral logic of the public services contracting purchase through practical investigation,scientific and systematic case study following the new institutional-ism and rational spirit along with making its implied risky variables clear and then put forward the corresponding maintenance strategy for market competition mechanism by analyzing market structure and its defects risk in the process of governance from economics perspective.
