Research On The Resource Mobilization Model Of "concentric Circles" For Private Public Welfare Organizations To Provide Public Services

After the Third Plenary Session of the Eleventh Central Committee,the government established the goal of "small government-large society",which requires the establishment of a mechanism in which the government is the main body and a variety of social subjects cooperate to provide public services.The government no longer intervenes in social life in an all-round way.Non-governmental organizations actively participate in resource mobilization,and the society gradually forms a mechanism in which a variety of social subjects participate in the supply of public services System.Nowadays,in the new social background of resource mobilization,it is very important to actively carry out resource mobilization for improving the quality and efficiency of public services provided by non-governmental organizations.Under the guidance of resource mobilization theory and polycentric governance theory,this paper analyzes the possibility and necessity of resource mobilization theory,that is,the space of free activities,free flowing resources,internal forces of citizens and external forces of government.Then it analyzes the basic elements of resource mobilization,such as mobilization subject,mobilization object,mobilization goal,mobilization environment,mobilization effect and mobilization technology.After that,this paper takes H Public Welfare Association of S City as an example,I deeply analyzed its resource mobilization elements,market-oriented mobilization technology,participatory mobilization technology,legitimacy mobilization technology,media mobilization technology and organizational mobilization technology,summarizes the effectiveness of its successful resource mobilization and supply of public services,and extracts the successful mode of resource mobilization,"with non-governmental organizations as the inner part Concentric circle mode of "layer circle".Concentric circle model is a model in which non-governmental organizations(mobilization subjects)are the inner circle,the mobilization objects are the middle circle,and the mobilization environment is the outer circle.It has the advantages of mutual embeddedness,resource dependence,cooperation and reciprocity,enhancing social communication,meeting diversified public needs,mitigating market failure and government failure.Finally,this paper summarizes the existence of concentric circle model Capital,talent,credibility,policy and resource challenges,and put forward corresponding countermeasures and suggestions.The thinking and analysis of the resource mobilization mode of non-governmental organizations to provide public services is conducive to understanding the logic of non-governmental organizations to obtain resources under the background of "overall society" increasingly dissolving,to optimizing and improving the current supply mechanism of public services,and to enriching the explanation framework of resource mobilization theory.
