Research On The Corruption In Universities And Its Governance Mechanism Construction

To promote the high-quality development of China’s higher education and fulfill the great mission of educating talents for the Party and the country,Chinese universities should not only follow the development laws of higher education,but also implement the strategy of comprehensively and strictly governing the Party,strengthen power supervision and corruption control in universities,and create a clean and upright political environment.Since the 18 th National Congress of the Communist Party of China（CPC）,the anti-corruption struggle in universities has won a landslide victory on the whole,but the situation in local areas and specific points is still not optimistic.However,in the feedback of the seventh round of inspection of the19 th CPC Central Committee,it can still be seen that there are still some problems in colleges and universities,such as weak party governance and lax supervision and management of cadres,and frequent corruption.Therefore,it is of great theoretical and practical significance to systematically sort out the corruption problems in colleges and universities,dig out the root causes and optimize the corruption governance mechanism.The core of this paper is the corruption governance mechanism in colleges and universities.This problem is determined on the basis of the author’s perceptual understanding of the phenomenon of corruption in colleges and universities,the basic grasp of the research status of the core issues,and the rational judgment of the effectiveness of corruption governance.Since the 18 th National Congress of the Communist Party of China（CPC）,colleges and universities have gradually strengthened their systematic and in-depth efforts to comprehensively govern the Party with strict discipline,and corruption has been significantly curbed.At the same time,corruption governance also shows obvious generality and macroscopic,lack of corruption governance strategies in line with the characteristics of colleges and universities,many scattered practices and measures,and lack of mechanical mechanism design aimed at the root of the problem,which restricts the effectiveness of corruption governance in colleges and universities.Centering on the core issues of the study,the thesis puts forward the following main viewpoints: Strengthening the corruption governance in universities is the fundamental guarantee for the high-quality development of higher education and the fulfillment of the fundamental mission of moral education;The governance of corruption in colleges and universities should accord with the basic principles of system coordination governance and power supervision and restraint.The frequent occurrence of corruption in colleges and universities indicates the lack of effectiveness of corruption governance in colleges and universities.The basic reason for the lack of effectiveness of corruption control in colleges and universities is the lack of institutional measures.The way to improve the efficiency of corruption governance in colleges and universities is to optimize the mechanism from the dimensions of organization,power and human nature,which are closely related to the abuse of power.The research ideas of this paper are as follows: starting from the core concepts and related concepts of corruption governance mechanism in colleges and universities,the connotation and extension of the research object are clarified to provide a logical starting point and basis for subsequent research;Based on the theory of power supervision,this paper tries to construct a theoretical analysis framework of organization（system）,power and human nature as the basic elements,providing analytical perspectives and standards for subsequent research.With case analysis,questionnaire investigation,historical analysis method,from the macro and micro present the basic shape of corruption in China’s colleges and universities,and analyzed the changes of the Chinese universities corruption governance mechanism,history,basic logic,from internal control,external coordination and encourage education three dimensions design of corruption in universities related mechanisms.The paper is divided into seven parts.The introduction explains the reason and significance of the topic.The first chapter defines the core concepts of corruption,corruption in universities and corruption governance mechanism,and explains the theoretical basis of political system theory,governance theory and mechanism design.On this basis,the theoretical analysis framework of "organization-power-humanity" is constructed.The second chapter through the patrol feedback problem of text analysis,the case analysis of corruption crime in colleges and universities,colleges and universities confessions analysis of leading cadre corruption investigation and analysis of perception of corruption in colleges and universities,and related groups,combed and summarized the status of corruption in colleges and universities as a whole and the individual performance,to understand the social public,students,teachers’ perception of corruption in colleges and universities.Then,based on the theoretical framework of "organization-power-humanity",the paper analyzes the causes of corruption and its multiple hazards.The third chapter uses institutional analysis method to sort out and summarize the historical evolution of corruption and its governance in colleges and universities since the reform and opening up,analyzes the logic of the change of corruption governance mechanism in colleges and universities from the perspective of organization,power and humanity,and describes the realistic state of corruption governance mechanism in colleges and universities characterized by bottom-up,multi-department coordination and special supervision.Based on the characteristics of organization,power and people in colleges and universities,the fourth chapter analyzes the institutional and mechanism dilemma of organizational isomorphism,power interweaving and lack of education.The fifth chapter,based on the previous four chapters,constructs and explains the comprehensive governance mechanism of colleges and universities based on internal control,external system and educational incentive.Among them,the internal control is the university through a series of institutional arrangements and mechanism design,to realize the effective supervision and restriction of internal power at all levels,effectively identify and discover the risk of clean government,prevent the occurrence of corruption;External coordination is the comprehensive use of all kinds of supervision forces outside colleges and universities to participate in corruption governance and play a supervisory role.The incentive education mechanism should establish reward,promotion and guarantee mechanisms corresponding to the post roles of party members and cadres,administrators and teachers in colleges and universities,realize the unity of their social value and economic interests,encourage the majority of staff to take on their responsibilities,and realize healthy growth and long-term development under the premise of legal compliance.The conclusion includes two parts: the research conclusion and the further development of the research.From what has been discussed above,based on "organization-power-human nature" as the analysis framework,based on its own organization characteristic and the structure function of colleges and universities,to dig deeper into corruption in colleges and universities and the essence,the mechanism of the construction of internal control,external coordination,education incentive trinity comprehensive governance mechanism,in order to add beneficial supplement for Chinese universities corruption governance theory research,to enhance the effectiveness of corruption governance practices to provide effective path.
