Study On Social Pension PPP Model Sclection Model Based On ANP

China has entered the aging society since the late 20 th century,the issue of pension has drawn wide attention from all walks of life.In recent years,due to the further aggravation of the trend of aging,various ministries and commissions in our country have successively promulgated a number of policies to encourage China's pension reform from the traditional family pension to social pension.With the increasing demand for socialized old-age pension,government departments have invested a great deal of manpower,material resources and financial resources in the socialization of old-age care.However,due to the huge gap in pension needs,government departments are constantly under pressure to provide pension services.It is against this backdrop,the state encourages social capital to be involved in the pension service industry and hopes to promote the healthy development of the socialized pension service industry through the vitality of social capital.Public-Private Partnership(PPP)is an effective way to introduce social capital.Since 2014,the state has promulgated a series of policy documents to encourage all local governments and non-governmental organizations to adopt the PPP model to cooperate and expect to promote the rapid development of infrastructure construction projects and public service projects.As an important component of public service projects,social pension service projects also apply to the construction of PPP mode.Since the PPP mode started later in socialized pension projects,there are not many projects on the ground or relevant academic researches,Therefore,based on the Analytic Network Process(ANP),this paper constructs a social selection model of pensions for PPP by comprehensively using other relevant theories and through various methods such as literature research,expert consultation and questionnaire design,so that the government departments are faced with specific When using the socialized old-age PPP project,we can use this model to select the PPP model that is most suitable for the project,reduce subjective assumptions and provide a more scientific reference for the final decision-making of the project.In order to provide decision-making references for government departments to build socialized old-age PPP project,this paper analyzes the connotation characteristics,applicable conditions,advantages and disadvantages of each mode of PPP through inductive literature,systematically combs all kinds of current social pension modes,And selects the representative socialized pension project that can adopt PPP mode,and matches the characteristics of PPP model with the characteristic items of social pension project to identify alternative PPP models applicable to various types of socialized pension projects.On this basis,through researching a number of socialized old-age PPP projects and literature research,a number of evaluation indexes of socialized old-aged PPP projects are extracted and an evaluation index system of socialized old-aged PPP models is constructed.Based on the constructed evaluation index system,the influence of the first-level indicators is determined by the DEMATEL,and the weights of the indexes at all levels are determined by the Analytic Network Process(ANP),Finally provide a reference and tool for government departments.
