Research On Risk Assessment Of Government-led High-tech Ship Scientific Research Projects

With the progress of industrialization,the high-tech industry has also entered a period of vigorous development.And scientific research has gradually focused on high-level knowledge and high-precision technology.There is still a big gap between it and the world average.And the rate of increase in output is significantly lower than the rate of increase in input.The reasons can be settled in the project process and risk management related content.Especially for the government,effective risk management and control can better monitor major scientific research projects.Currently,risk assessment plays an increasingly important role in the management of large-funded scientific research projects.Good risk assessment can enable large scientific research projects to reasonably avoid risks,reduce losses and increase efficiency.There are many researches on risk assessment in China,but most of them are focused on corporate projects such as engineering projects and software projects.Research on Risk Assessment of Large Research Projects(Large Research Projects means to the National strategic plan formulated by the government))is a bit less.As far as the characteristics of major scientific research projects are concerned,it is planned by the government and its national allocations are controlled by government funds.It must meet the requirements of the national finance and auditing.And the research directions of these topics are all directional and related to the national development strategy.Therefore,the requirements for subject management are high.This article takes a high-tech ship research project as its research object,aiming to analyze how this kind of government-related scientific research project can carry out better risk assessment to maximize output.It is based on the characteristics of high-tech ship science research projects and the particularity of their risk management.It search for suitable risk assessment methods,identifies and analyzes risks,explores scientific risk assessment methods,and finally proposes targeted response measures.First of all,this article understands the current situation at home and abroad and some basic theoretical knowledge based on a large amount of literature,Including the current research hotspots and application areas of risk management,and the overall operational processes of risk assessment;Then according to the background and characteristics of high-tech ship researchprojects,this paper studies the risk assessment of this scientific research project,identifies its risks scientifically,builds a risk assessment index system,and establishes a risk assessment model of BP neural network;At last,this paper made an empirical analysis with an example of a high-tech ship research project which are being researched by a research institute.It also gives several suggestions concerning the risk control of high-tech ship research projects.
