Rural Logic Of Policy Implementation In Precise Poverty Alleviation

Precise poverty alleviation is a crucial step to build moderately prosperous society,and a major political task for the party organizations and governments for all levels at the current stage.The realization of the goal of precise poverty alleviation needs to be supported by a series of public policies,and the relevant policies can achieve the goal of poverty eradication without the effective implementation of the policies.When precision poverty alleviation is transformed from a political task to a concrete policy and further into the rural society through layers of refinement,it is necessary to include the basic actors of rural society-township government,village cadres and farmers,these three main part have different interest demands in the precise poverty alleviation and will adopt different implementation strategies,this is the "rural logic" of the implementation of precision poverty alleviation policies.How to guide it rationally so that such rural logic can serve the implementation of precise poverty alleviation policies,it has become an important aspect to be taken into account in many places to fight poverty.This paper takes the implementation of the Poverty Alleviation Policy of H township in X county,Shanxi Province as an example,and selects B village and Q village in H township as an in-depth research object to conduct empirical research,it depicts the response of rural society to the precise poverty alleviation policy and the implementation strategy adopted to explore the rural logic in the implementation of the precise poverty alleviation policy,it mainly includes localized expression of policies,major countermeasures in the face of huge task pressures,and poverty alleviation strategies based on local characteristics;The second part mainly analyzes the different actions taken by the village cadres based on the triple roles of the township government partners,the representatives of the village's overall interests,and the internal interests of the villagers;The third part mainly analyzes the “strict budgeting” of farmers,especially poor farmers,who arethe object of accurate poverty alleviation policy implementation and cooperation.Through in-depth research and analysis of the implementation process of the precise poverty alleviation policy of H township,this paper has reached the following main conclusions:First,there are multiple logics in the implementation of public policies at the grassroots level:The township government faces the game of administrative logic,political logic and social logic in promoting precision poverty alleviation;Village cadres face the game of personal rationality,government pressure,and villagers' pressure;Farmers are affected by “rational calculations” in precision poverty alleviation and play a game with precision poverty alleviation policies.The second is that grassroots administrative logic and social logic will have a huge impact on policy implementation.Even if political pressure continues to correct this effect,it is difficult to completely eliminate it.Based on the above conclusions,the author believes that the policy implementation process should be fully considered in the process of policy design,fully aware that the current benefits of agricultural policies need to face the non-neutral,independent value and interest appeals of administrative organizations and rural society.Policy design should fully consider administrative logic and grass-roots social logic to avoid excessive administrative binding and grassroots social binding.
