Gansu Province is at the forefront of China's poverty alleviation.In this vast area a multitude of poor people live in poverty.In order to crack down on poverty,the precise poverty alleviation loan policy came into being on this of land in Gansu.On July 16,2015 as a This historic moment opened the prelude to Gansu Province's use of economic levers to accelerate poverty alleviation and prosperity.This policy has great significance for achieving socialism with Chinese characteristics and changing the economic differences between North and South during this special period.By visiting poor villages,poverty-stricken households,village support teams,and helping cadres to collect detailed information,designing questionnaires on the status of implementation of precision poverty alleviation loan policies from the perspectives of policy implementers and policy recipients,and using the McLoughlin model.The three dimensions of the in-depth analysis of the reasons for the deviation of the implementation of the special poverty alleviation special loan from the perspective of the policy subject.This article systematically analyzes the status quo of the implementation deviation of the precise quasi-poverty reduction special loan policy in poor villages.Based on the manifestations and causes of the implementation deviation of the precise poverty alleviation special loan policy,this paper uses structured interviews to identify the deviation in implementing the targeted poverty alleviation loan policy.The issue of policy subjects was comprehensively analyzed.Finally,five aspects were proposed: strengthening the vitality of the policy subjects,strengthening the coordination and cooperation between the policy subjects,deepening the joint development of the policy subjects and local enterprises,deepening the mutual trust and integration of the policy subjects and the finance,and smooth the channels forinterconnection between policy subjects and poor households.The countermeasures and suggestions for the implementation of the special loan policy for targeted poverty alleviation in poverty-stricken villages in Gansu Province are designed to make Gansu Province's various preferential loan more stable and go further,and truly implement this policy of strong farmers,benefit farmers.
