Since the comprehensive implementation of tax system performance management in 2014,The State Administration of Taxation has taken tax performance management as an important focus to grasp the tax authorities,promote the implementation of reform and promote economic development.The tax system performance management has been upgraded from version 1.0 to version 8.0.In the upper design of the tax performance management system,the integration of organizational performance and individual performance is fully considered.Development through constant practice,the tax system organization performance evaluation and individual performance evaluation has been formed two sets of the complete closed loop,dalian municipal revenue fusion mechanism of organization and individual performance evaluation,it is established on the basis of organizational performance and individual performance goals management synergy,the results using the docking of a bridge.In this context,the research on the linkage mechanism of the integration of organizational and individual performance can improve the efficiency of tax officials and boost the self-improvement of tax officials and the development of tax undertakings.This paper takes Dalian Tax bureau as the research object,integrates linkage organization and individual performance appraisal as the research perspective,and presents the actual work of the author in tax performance appraisal.For dalian city tax bureau in the ideological understanding insufficiency in performance evaluation,performance indicators,unreasonable design and decomposition,organizational performance and individual performance correlation degree is not high,the results using the incentive problems such as weak,through cultivating performance culture,strengthening the organization and individual performance evaluation index system of fusion,improve organizational performance and individual performance evaluation collaborative linkage,enhanced fusion evaluation after the aspects such as the result of using the proposed fusion linkage tax department organization and individual performance optimization countermeasures.This paper discusses how to achieve the integration and coordination of organizational performance and individual performance in the tax system to produce a positive two-way linkage effect,so as to truly achieve the individual energy pooling of cadres and the outstanding strategic objectives of the organization.The "two-wheel drive" of organizational performance and individual performance is an innovative way of tax performance appraisal,which can provide reference and help for the performance management of other government departments.But at present,the linkage mechanism of fusion is still in the initial stage of exploration,which needs to be studied and perfected in practice.This paper based on the literature of comb induction,tax cadres questionnaire interview investigation,comparative analysis of the performance evaluation of data collection based on performance work reality,ensure the truthfulness and accuracy of the thesis writing,at the same time,according to the problems is put forward,analysis and research to the logical way to solve the mixture to optimize tax official organization performance and personal performance in dalian linkage countermeasures.There are three aspects of innovation in this paper:first,in the original performance management framework of the organization and individual performance management two sets of operation closed loop,through the relationship between organizational performance and individual performance analysis,in the performance evaluation of different links to put forward integrated linkage strategies.Second,in July 2019,the digital personnel system,which has been explored and promoted for five years,has been fully covered in the tax system of Dalian city.Meanwhile,the new Civil Servant Law and the Regulations on the Assessment of Leading Party and government officials have been successively introduced,providing new normative standards for the personal performance assessment of tax officials.Digital personnel management is transferred from the former personnel department to the assessment and evaluation department,which means that the tax department has more in-depth requirements on the connection between organizational performance and individual performance evaluation.This paper innovatively studies the countermeasures of integrating linkage organizational performance and individual performance evaluation on this node,which has great practical significance.Third,this paper puts forward countermeasures and Suggestions to promote the integration and linkage between organizational performance and individual performance in four aspects,namely,fostering the performance culture atmosphere,strengthening the integration of indicator system,improving the synergy of performance evaluation,and enhancing the application of results,so as to provide reference for the optimization and linkage between organizational performance and individual performance of the general grassroots tax departments.
