Since the first comprehensive Administrative Service Center was established in Jinhua,Zhejiang Province in 1999,Administrative Service Centers at all levels have flourished in China.As the the most grass-roots Administrative Service Center,the district-level ones have a close relation with the interests of the masses at heart.The 11 districts in Nanjing all early or late own their district-level Administrative Service Centers,whose constructions are in different levels,lacking an evaluation mechanism.A performance evaluation model for the district-level Administrative Service Centers in Nanjing,which contains four parts including indicator system of performance evaluation,evaluation matrix,solution methods and the results of performance evaluation,was built,using literature analysis and questionnaire method,and the performance score of each district-level Administrative Service Center can be figured out,combining AHP and Fuzzy.The investigation of district-level Administrative Service Center at Xuanwu confirmed the validity of the evaluation model.As the representative of all district-level Administrative Service Centers in Nanjing,the centers at Qixia,Qinhuai and Jianye was evaluated.And the result exported by the model shows a relatively high level of the district-level Administrative Service Centers,performance in Nanjing.At the meantime,some issues was discovered in such indicators as workflow,working efficiency,effect,publicity of the government affairs,the relationship between superior and subordinate,window design,electronic government system and management standardization by comparing the difference between the rank of indicator score and that of its importance,and all these issues can be concluded resulting from imperfect legal basis,internal management mechanism and informatization construction.So,certain efforts should be taken fiom the three aspects of improving the legal basis,building up interior management system and mechanism and strengthening the infonnatization construction to improve the performance of district-level Administrative Service Centers in Nanjing.This paper realizes its innovation in two points,one of which is that it solves the difficulty in quantification of qualitative indicators by a combination of AHP and Fuzzy,and the other is that it realized the distinction of importance between the evaluation results from the angle of the public and that of the professional,referring to the dualistic factor evaluation model.
