At present,China's public sector performance evaluation has made great progress,many large government and other public departments have introduced the relevant performance evaluation system and methods.But similar to the sub-district office,the management committee and other grassroots units have very few professional performance evaluation system and methods.In this context,the author based on the stakeholder theory,combined with analytic hierarchy process analysis of the X Industrial Park MC performance evaluation,trying to introduce the performance of the prism model,So that the performance evaluation method of the MC should be changed from the objective assessment method under the original single assessment subject to the comprehensive evaluation method which is evaluated by the multi-agent.This paper firstly analyzes and investigates the existing performance evaluation system and the method of X Industrial Park MC,and puts forward the existing problems of performance evaluation.Secondly,according to the irrational distribution of the existing evaluation index of the MC,the author re-adjusts the distribution of the performance evaluation index of the GL district government and the Xi'an performance evaluation index.The index system is constructed for the five dimensions of the performance prism model for the newly introduced assessment subject and its relationship with the MC.Finally,the assessment score of the GL Area Performance Assessment and the proportion of the newly developed performance evaluation subjects are 50% of the assessment scores as the final assessment score of the MC.The conclusions of this paper are as follows: in 2016,performance evaluation final score of X Industrial Park MC is 82.19,which is "qualified".The average score of the 60 subjects and the other two subjects was 90.2 and 89,respectively,and the scores were higher,While the average given by the public is 79.54 points,the score is relatively low.In terms of scoring,the MC has a lack of indicators in the "urban livable" category,while the public's satisfaction is relatively low.
