Every year,various kinds of urban emergencies cause huge casualties and economic losses.Although the state has taken many measures to reduce the impact of emergencies,there is still room for improvement.In order to further improve the arrival efficiency of emergency resources and professionals and reduce the loss of personnel and property,this paper combines the emergency management mode of "scenario-response" with the optimization model of dispatching decision-making,reduces the time wasted by linking up various links,reduces the probability of secondary disasters,and provides a scientific theoretical basis for improvin g the efficiency of emergency work.Emergency response needs to accurately determine the rescue needs of emergency.Firstly,through analyzing the case base of historical emergencies,this paper extracts the scenario elements of different types of urban emergencies,and then constructs a scenario representation model to express the scenario structure of the event based on the above research.Then,through the operation of scenario database,the retrieval and matching of scenario elements are realized,and t he most similar scenarios are output,so as to realize the prediction of emergency rescue needs.Then,based on the forecasting results of rescue demand,the rescue dispatching model of single accident point and multi-accident point is constructed.The rescue dispatch model of single accident point is mainly divided into two parts: resource dispatch and route selection.Resource dispatch takes dispatch efficiency and dispatch cost as the objective function,and then determines the number of vehicles,materials and personnel that need to be dispatched by different rescue units or stations based on certain constraints.Path selection model is based on path reliability and path length as optimization objectives,to determine a better scheduling path,and further improve the efficiency of vehicle operation.The multi-accident point rescue scheduling model is built on the basis of the single accident point rescue scheduling model.It mainly solves the problem of material allocation when the demand materials conflict.It mainly determines the comprehensive priority of events through the time sequence priority value and the accident impact priority value as the basis of resource allocation,so as to complete the multi-accident point rescue scheduling.Finally,the rescue dispatch of single accident point and multi-accident point is realized through a case,and the validity of the model is verified.The realization of the model shortens the time from emergency decision-making to emergency disposal,improves the efficiency of emergency rescue,indirectly reduces the losses caused by emergencies,and recovers unnecessary economic losses,and to some extent,improves the efficiency of rescue is conducive to enhancing people's sense of security.
