The Empirical Study Of The Police Force’s Professionalism Construction

The professionalism of police can be traced back to 1829 when the British Home Secretary Robert Bill legislated The Metropolitan Police Act,which specified the functions and obligations of the police,symbolizing the establishment of modern police system.From then on,police,as an independent force,became a profession in modern countries.The modern police system in China was established at the end of the Qing dynasty.Since the founding of the People’s Republic in 1949,central public security organization and locals’ were established,the system of people’s police was founded,and then the police force was officially built,which marked the beginning of the Police Force’s Professionalism in New China.To a certain degree,the extent of police force’s professionalism directly affects the working abilities and efficiency of public security.On the one hand,the gradual specialization of social work is an irresistible trend of social development,the work of police,as a social work,its professionalism is also an irresistible trend of social development.On the other hand,the work of police as a profession,requires professional knowledge and skills,especially with the wide application of high technology in police work in recent years,continually producing new working areas,which make knowledge and skills related to the police force has developed into a giant system,involving in many subjects and fields,all those require endogenous impetus for police force’s professionalism.This article studies the subject of police force’s professionalism,applies the method of both empirical analysis and theoretical research,and discusses the content,current situation and countermeasures of police force’s professionalism construction.The article consists five parts,the first part describes the background,significance and method of this study.The second part distinguishes some basic concepts,such as profession and professionalism.The third part puts forward the police force’s professionalism,including occupation code,work ethic,job security,professional supervision,and professional culture.The fourth part discovers problems and discusses the reason by studying the current situation of the police force’s professionalism through questionnaires and interviews.The fifth part proposes to advance the police force’s professionalism by improving occupation code,optimizing job security,and strengthening the soft power of profession.
