| During the "14th Five-Year Plan" period,the pace of aging in Shanghai has accelerated,and the number of elderly people aged 80 and above in the registered population is expected to reach860,000.With the increase in the size of the elderly group,the number of elderly people with disabilities and dementia is increasing,and the demand for long-term care in the whole society is becoming more and more prominent.As one of the earliest cities in China to enter a deep aging population,Shanghai is exploring a community-based elderly care service model based on home-based and community-based elderly care service institutions,so as to enable the elderly to achieve the goal of “the elderly have security,have medical care,have fun and learning” and to meet the expectations of the elderly for a high-quality old age life.However,the expansion of the scale of special elderly groups and their growing and complex elderly care needs pose severe challenges to the current community elderly care services.The total supply of community elderly care services is growing and the structural contradiction between supply and demand is prominent.Comprehensive care for special elderly groups Insufficiency has become the main point of contradiction in elderly care services.Therefore,how to solve the pension problems of special elderly groups such as the elderly,empty-nest elderly,disabled and demented elderly,and how to achieve a dynamic balance between the supply of community pension services and the needs of special elderly groups are the current pension problems that need to be solved urgently.This research is based on Welfare Pluralism Theory and Community Care Theory,and based on the needs and preferences of elderly groups such as disabled,demented,elderly,and empty-nest elderly,to sort out the supply and demand status of community elderly care services for special elderly groups in Shanghai.Firstly,in term of supply: Shanghai Municipal Continuous Promotion Agency District elderly care service institutions are constructed,community elderly care resources are integrated,service supply projects are optimized,and the focus is on providing support for empty-nest,elderly,disabled and demented elderly people with special care needs.However,the current special elderly community elderly care service items and resource supply are mainly universal,which basically meets the needs of most elderly people,and the supply of personalized elderly care services is relatively lagging.Secondly,in terms of demand: Special elderly groups have a greater tendency to demand continuous medical care,life care,intelligent assistance for the elderly and other services,and they have different needs due to differences in personal physical conditions,living environment,and age stages.Thirdly,the overall evaluation:the satisfaction of the special elderly group’s satisfaction with the needs of the elderly and the satisfaction of the current community service supply is lower than expected,the evaluation feedback is not ideal,and the supply and demand of community elderly services do not match.Finally,based on current research,the author pointed out the contradiction between the supply and demand of community elderly care services for the special elderly in Shanghai from the aspects of service content,service quality,nursing staff,elderly care resources and service organizations.The details are as follows:the supply of services exceeds the demand,and the problems of supply and demand coexist;the quality of service supply is not great;there is a shortage of professional talents in elderly care;community elderly care service resources are scattered;community elderly care service institutions are not operating satisfactorily,and the sustainability of service supply is insufficient.Based on the above problems,the author starts from the actual needs of special elderly groups and proposes to establish a way of a dynamic demand expression and identification;promote the quality and efficiency of community elderly care services;improve the construction of nursing personnel for aged;promote the integration and linkage of community elderly care resources;advocate the cooperation of multiple entities to assist the sustainable development of the supply of community elderly care services etc,so as to promote the effective connection and precise matching of the supply and demand of community elderly care services for the special elderly in Shanghai. |
