Research On Intelligence Service Of Policing Mode Of Major Sports Events

Major sports events are characterized by long duration,large number of participants,and wide activity area,and the security and risk issues are more complex and diverse in comparison to prevention and control of public security of general event.Thus,there is an increasingly urgent demand for intelligence service of policing.However,the research of intelligence service of policing still has some problems,such as few services available and low service level.Against this backdrop,the research on the intelligence service of policing to major sports events is of positive significance for the development of theory and practice of public security intelligence studies.Hence,from the stratification perspective of intelligence needs,this paper probes into the combination of major sports event cycle and intelligence service of policing process,with a view to providing new ideas and methods for constructing new intelligence service of policing mode.In this study,intelligence-led policing theory and 4-i model are taken as theoretical foundation and analytical framework.Firstly,from the perspective of user demands,questionnaire survey is used to investigate various users of public security intelligence services in major sports events.Secondly,this paper puts forward a collection of initial factors influencing users’ access to intelligence based on literature research,conducts a quantitative analysis of 323 questionnaires under the help of SPSS,proposes four dimensions influencing users’ access to intelligence,and summarizes the practical issues existing in users’ access to intelligence.On this basis,this paper interviews 24 police officers engaged in public security intelligence in Beijing,Guangzhou,Nanjing and Hangzhou,and analyzes the service actuality and existing issues of intelligence service of policing in major sports events.Lastly,the model framework is constructed from the construction ideas and core functions based on the questionnaire and interview results.Based on the above research,this paper constructs UPTL intelligence service of policing model for major sports events,which is supported by elements of management,resource and technology,integrates hierarchical thinking of intelligence requirements,coordinates the organizing process of major sports events with the intelligence service process and relevant user subject,and plans all participants,organizational systems and sharing platforms in the model.Besides,model framework is constructed from user service layer,platform application layer,technical support layer,and linkage supply layer,in order to realize the rapid integration of intelligence resources,accurate identification of user demands,transformation and application of intelligence products.Besides,in order to promote the multi-element integration and efficient operation of the mode,this study proposes corresponding operation strategy from the model’s operational process,service path,and safeguard strategy.
