Research On Urban Community Governance In Zhungeer Banner,Inner Mongolia

The community is an important place for gathering people,carrying population,and providing a population living environment.It is a basic unit of society and a primary area of governance.Community governance is related to the well-being of the people,social harmony,and national stability.In November 2013,the Third Plenary Session of the 18 th CPC Central Committee adopted the "Decision of the CPC Central Committee on Several Major Issues Concerning the Comprehensive Deepening of Reform." It clearly defined the improvement and development of the socialist system with Chinese characteristics,and promoted the modernization of the country's governance system and governance capacity as a comprehensive and deepening reform.The overall goal,while perfecting community governance at the grass-roots level,is the basic project to realize the goal of national governance and social governance.With the accelerating process of urbanization in China,the urban population has increased substantially,and urban communities have emerged inlarge numbers.Community governance research is aimed at improving the quality of life of residents,resolving social conflicts,building a harmonious society,accelerating the construction of high-quality cities,and building a well-off society in an all-round way.Both are of great significance.The Zhungeer(Mongolian word meaning for “left-wing,left-handed”)banner is located in the southwest of Inner Mongolia and is part of Ordos City.It has abundant mineral resources,especially coal.Driven by the coal economy,the county's economic strength has been significantly enhanced.In the year of2014,it was ranked as the 12 th National 100 county-level economy and county-level basic competitiveness by the County Institute of Social Think Tanks;in November 2015,it was listed as the second batch of national new comprehensive urbanization pilot regions;in November 2017,it won the honorary title of the Fifth National Civilized City at County Level.The development of the 40 years of reform and opening up has made Zhungeer Banner a typical banner county in Inner Mongolia.This article takes the Zhungeer Banner urban community governance as the research object,adopts the methods of literature collection,field investigation,interview and other research methods,and on the basis of clarifying the concepts of community governance,the current situation of urban governance in the city of Zhungeer Banner is carried out.Comprehensively and profoundly expounded,found out the problems existing in the process of urban community management in Zhungeer Banner,analyzed the causes of this,and proposed suitable Zhungeer by analyzing advanced models and successfulexperiences of urban community governance at home and abroad.The countermeasures and suggestions for community governance in Zhungeer Banner provide theoretical and practical reference for urban community governance in Inner Mongolia and even the county-level cities in China.According to the research and analysis of the paper,the author's conclusion is: To improve the community governance,we must fully consider the actual situation in the local area.We must neither stand still nor copy blindly.The realization of community governance requires the cooperation of multiple entities from top to bottom.Not only does it require government departments to pay attention to it,but it also needs to improve the leading role of community party branches and service capabilities of community residents' committees.At the same time,it must strengthen the ability of social forces to coordinate governance and improve community residents.In the degree of participation,under the guidance and promotion of the government,we will establish and improve the operational mechanism of mutual cooperation and cooperation among the “troika” of the community,society,and residents,and ultimately achieve the goal of improving the governance of the urban community and explore a situation that suits the national conditions of our country.The Road to Modern Community Governance with Chinese Characteristics.
