Study On The Optimization Of Road Transportation Approval System In Quanzhou City

The Third Plenary Session of the 18 th Central Committee of the Communist Party of China pointed out that we must establish a unified,open and oestablish a unified,open and orderly compete market system,leaving the market to play the decisive in allocation of resources.We must speed up the clearance of market barriers and improve the efficiency and fairness of resource allocation.Administrative examination and approval is a kind of administrative management mode widely adopted in our country.It plays an important role in the process of economy development of China.However,the improper setting of the administrative examination and approval will limit the function of market.The State Council clearly pointed out that the government functions should be changed and we should further optimize the administrative examination and approval.How to optimize the administrative approval system of road transportation has become an important issues to be solved.The research object of this article is the optimization of the administrative approval system of road transportation in Quanzhou.According to the work practice of the administrative approval of road transportation in Quanzhou,this paper apply the market failure theory,service-oriented government and government failure theory,introducing the current situation of the administrative approval system of road transportation in Quanzhou on aspects of legal basis,right setting,institutional arrangements,application content and approval process.this paper further analysis existing problems and their causes,made reference to the advanced experience of other cities and put forward to offer suggestions to optimize of the administrative approval system of road transportation in Quanzhou.The research shows that there are many problems in the administrative approval system of road transportation in Quanzhou.like the low efficiency in the administrative approval practices,lack of invention,too much agendas,over-regulation,too much conditions and too long time in getting approval.The main reason for this phenomenon lies in the problem like lack a completed culture system,information barrier caused by department benefit,complex process,no uniform standards.For these reasons,the optimization of the administrative approval system of road transportation in Quanzhou should be promoted in these ways.First of all,the creation of the concept of in-depth government services should be developed,Quanzhou administrative service center should change function and strengthen service,enhance the professional ability and work level of staff member.secondly,the government should push through whole process online approval and mechanism of supervision and make the administrative approval under the supervision of the superior department and people.Thirdly,optimizing the approval process,reducing approval matters and leaving the market to do what it can be managed to.Reducing the links of approval and improving efficiency.In the end,develop the standardization work.The power should be applyed as the standard with the result that corruption eliminates.
