Law Enforcement Of City Appearance In Luoyuan County

Along with the gradual accelerating modernization,urban system,diversified functions,high concentrations of various urban function and the interests of the growing demand contradiction,which makes the city management faces many problems.In China,the city law enforcement has developed more than ten years,it doesn't only have a great influence on the stability and development of society and economy,but also the citizen's rights and interests.However,in practice,the appearance law enforcement is facing a huge difficulty,urban management law enforcement of violence problem caused extensive concern of the public and the media.Therefore,improve effectively the appearance law enforcement has become the current promoting national governance system and governance is an important aspect of modernization.In this paper,through the city management theory,the risk society theory,the public goods theory,which are used to analyze the Luoyuan County's urban management law enforcement's situation,it is found that there are still some problems in this county,such as lack of standardization of law enforcement procedures,weakening of legal concept,lacking of law enforcement quality and unfavorable public opinion environment in law enforcement.Through analysation,the main reason of the Luoyuan County city law enforcement dilemma is the unreasonable county municipal planning,lacking of legal protection,lacking of positive publicity,the level of government legislation isn't enough.Through learning the advance experience of other places,combining with the Luoyuan County's actual situation,according to the local conditions,put forward to the corresponding strategies to solve the current law enforcement dilemma,namely through developing the legal system,changing the concept of law enforcement,improving the supervision system,improving the ability of law enforcement.The results can provide references for the formulation of the law enforcement policy of the Luoyuan County.
