City operation will improve urban investmental environment, drive the economy develop, make the value of existing asset of city rise in value, consolidate the economic, social and environmental benefits and serve the regional economy and promote the process of urbanization.The city construction of Wenjiang county has made great achievements since 1949, however, under the influence of the system of planned economy, there are many problems in Wenjing's city construction in recent years, such as the singleness of investment source leading to the shortage of construction fund, city construction of Wenjiang dropping behind than other counties of Chengdu. Thus, city operation is the only efficient way of solving the problem of fund and promoting the development of city construction. Currently, the great exploitation of west China and China's entry into WTO give Wenjiang unprecedented chance to operate city, at the same time, Wenjiang's city construction face more serious challenge, it is more likely and urgent for Wenijang to operate city. Wenijang's city operation includes the following four parts:The first, making Wenjiang a well-known dwelling satellite town, and let the outer world know and like Wenjiang, live in and construct Wenjiang though city image planning.The second part on one hand indicates that wenjiang should establish a new city construction investment system and supervising＆dealing system of national assets. Hereint, the most important way is to establish Wenjiang City Construction Investment Company and the company will borrow and return money by itself, construct and develop by itself. It is a competitor in market other than a judge. On the other hand, the wenjiang city should attract other investing bodies with different economic background to join in the city construction coequally.The third part suggests raising city construction fund in many ways.:not depending only on financial appropriate funds in city construction, making full use of national and international markets. Wenjiang can use direct mode such as BOT, ABS etc and indirect mode such as emitting bond and coming into the market, all these modes will aggrandize the market collocation of city assets and the market manipulation of public sources. fourth,wenjiang should mobilize departments to join in the city construction by making favorable policies. For example, when a unit decides to invest in a public establishment, it would be given favorable policies in land confiscation and correlative tax. And last, the paper argues that they should promote the construction of Liucheng town and other small townson the base of the new model of enterprise exploitation.
