The Reaserch Of The Reform Of Administrative Examination And Approval System Of Liangping

With the development of society,the problem of administrative examination and approval system are more and more prominent.Too many approval items,complex procedures,deficient examination and approval system struggle to adapt economic development,and become an obstacle to the economic and social development of China.The new reform should be adapt to the new economic situation.the Sate Council promote the administrative examination and approval system actively from 2001,the government in China are deepening the reform of administrative examination and approval system by accelerating innovation and platform in recent years.The reform of administrative examination and approval system of county level plays an important role in the reform of administrative examination and approval system in China.This paper has taken Liangping County as an example.The research methods of this paper including documentary analysis,case analysis method and comparative method,the author analyzes the president situation of the reform of administrative examination and approval system of Liangping County,then the author introduces the reform of governmental regulation all around the world.With the experience of these counties,this paper discusses the method of improving the administrative examination and approval system.Liangping start to reform from 2001,developing the “one stop” service and “Focus in place”,With more practice,the reform of administrative examination and approval system are facing all kind of bad phenomenon such as complex procedures,nonstandard procedures,nonstandard administrative power,contempt supervision,etc.According to the” problems and countermeasures” line of thinking,the part of Liangping study is based on an investigation of reform course and current situation.this paper analyzes the existing problems in the reform of administrative examination and approval system,such as the lack of service lack,Decentralization implemented and Lack of supporting regulatory measures and mechanisms.The author tried to find the reasons from system,mechanisms and other aspects,by learning from the experience of administrative examination and approval system reform all over the country to make the recommendation and suggestions from service awareness,personnel training,technology and management.These suggestions are combined the main functional area,development orientation and capacity to adapt the county.The willing is to promote and the reform of administrative examination and approval system more powerful and convenient,and also provide reference for the further reform of the administrative examination and approval system.
