Research On Villagers Supervision Problems In Rural Governance In China

China has always been a major country with agricultural development,rural population accounted for the vast majority of the population,from the overall scope,to ensure that the realization of peasant rights to promote social stability and harmony.In rural areas,since the Reform and Opening of 1987,with the implementation of the Household Contract Responsibility System,there have been great changes in politics.The villager autonomy in rural areas of China has undergone a development process from weak to powerful,and the New Constitution formally establishes the legal status of Villager's Committee as the grassroots autonomous organization of the rural grass-roots in December,In December 1982,The new constitution formalizes the role of villagers' committees in political life.1987,besides was tried on June,1988.To carry out the System of Community Level Self-Governance of rural grassroots autonomy,villagers participate in village affairs through "Democratic Election,Democratic Decision-making,Democratic Management and Democratic Supervision",which is beneficial to the steady development of rural undertakings.However,the democratic supervision,which runs through the whole system of villager autonomy,is somewhat weak compared with the other three democratic developments,so this paper tries to explore the related problems of democratic supervision in the view of governance theory and supervision theory.In the first part summarizes the basic theory of villagers ' supervision in rural governance.First of all,the concept of Governance,Villager Supervision,Rural Governance is defined,secondly,the theoretical basis of the villagers ' supervision is expounded,finally,the important position of the villagers ' supervision in our country's rural governance is discussed.The second part analyzes the present situation and causes of the villagers ' supervision in our country's rural governance.The democratic supervision has made a lot of achievements in the rural governance of our country.At the same time,there are some problems,for example,the relationship between various governing subjects is disordered,the supervision channel is blocked,the supervision system is missing,etc.The third part analyzes the path of villager supervision in rural governance.As for the problems existing in the development of the villagers ' supervision,tries to put forward some countermeasures,such as,clear the responsibility of the villagers,the village committee,the party organization and other governing subjects;perfect the system of villagers ' supervision,unblocked the channels of villagers ' supervision.
