Deepening Democratic Supervision At Village Level From The Perspective Of Grass-roots Governance

Since the promotion of villagers' autonomy throughout the country,on the one hand,the democratic supervision system at the village level has been constantly improved in practice,especially in recent years,there have been breakthroughs in system innovation;on the other hand,the lack of democratic supervision such as corruption of village officials is common.The continuous input of material and institutional resources has little effect.Is this a result of the imperfect establishment of the democratic supervision system at the village level,or the disconnection between the text system and the actual needs,or other factors? This shows that the issue of village-level democratic supervision needs to be analyzed from the perspective of history,connection,development,and overall perspective..Villagers' autonomy system and its democratic supervision at the village level begin with the practice of the masses,and then the state promotes and promotes the whole country.This means that its specific practice is inevitably based on the current heterogeneous grassroots governance environment in China,which is affected and constrained by it.Therefore,the research on the deepening of democratic supervision at village level should be based on the in-depth observation of the subject and object of governance and their interaction process in the specific and practical grassroots governance environment.It is in the northeast of Sichuan Province,known as the "experimental field of grass-roots democracy",that this paper chooses C townships,which are representative of the transition to modern society.Based on the investigation of the practical operation and institutional changes of village-level democratic supervision,and taking the inefficiency of supervision as an entry point,the study of village-level democratic supervision will be placed in the environment of the supervision system of village public power,in order to link and develop.With a holistic view,theory combines practice.Specifically speaking,on the one hand,it analyses the status and role of village-level democratic supervision in the supervision system of village-level public power from the perspective of the state;on the other hand,it examines the process of interaction between the two from the perspective of grass-roots governance.This will help us to understand the problems existing in the democratic supervision at the village level concretely and dynamically,and then reveal the direction of its deepening.It will also help us to think about the bottleneck of the development of villagers' autonomy and the future trend in the voice of "the death of villagers' autonomy";furthermore,it will help us to explore the ups and downs of the relationship between grass-roots democracy and grass-roots governance in the actual operation.In short,this paper attempts to answer the practical situation of village-level democratic supervision in the process of actual governance in northeastern Sichuan,including its effectiveness,problems and consequences,the interactive relationship with the village-level public power supervision system,the reasons from the perspective of grass-roots governance,and what feasible countermeasures are available at this stage.At the same time,we will try to think about the relationship between grass-roots democracy and grass-roots governance and how to grasp it under the goal of good governance.
