With the intensification of global competition and the development of the information age,the social needs are becoming more diverse and diverse,and the public's demands for government service quality and work efficiency are increasing day by day.As a provider of social management and public services,civil servants'quality and ability are closely related to the efficiency of government work.This requires civil servants'personal ability to be expanded and professional in horizontal and vertical directions.In the report of the 19 th National Congress of the Communist Party of China,General Secretary Xi Jinping pointed out that to build a high-quality and professional cadre team,we must pay attention to the cultivation of professionalism and professional competence.Under the new situation,it is necessary to make civil servants improve their professionalization ability,adapt to the new mainstream of development,and be competent in current and future government management requirements.Training is an indispensable means.In particular,the newly hired civil servants need to carry out initial training,and the initial training is the first professional professional training for civil servants to enter the job.Due to the government's environmental factors such as level and geography,the training content and training teachers in the initial training caused certain differences,and it was impossible to achieve new and more efficient completion of the job.It is not enough for the newly hired civil servants to pass the initial examinations.The professionalization ability of upgrading the initial training plays an important role in the civil servants'competent positions.This paper studies the initial training of C municipal direct civil servants from the perspective of professionalization improvement,aiming to provide suggestions and countermeasures for the current C municipal direct civil servants in the newly entered civil service initial training.In the research,the literature research method,the case study method and the questionnaire survey method are mainly used to analyze the current situation of C municipal direct civil servants in the initial training.Firstly,it introduces the research background and significance of the initial civil servant training,summarizes the main achievements and viewpoints of scholars at home and abroad in civil servant training.Secondly,it outlines the definition and theoretical basis related to the initial training of civil servants.The definition of civil servant,initial training and specialization ability expounds the theory of competency and adult learning theory as the basis of theory;moreover,it conducts in-depth analysis and research on the current situation of the initial training of civil servants in C city,from the content of training,The status of teachers and training is used to judge the status of their initial training,and the method of questionnaire survey is used to investigate the perception of the initial training of C municipal direct civil servants.Finally,it analyzes the problems existing in the initial training of C municipal direct civil servants,and the unfair distribution of resources for the training of the current C-city municipal civil servants in the initial training,the lack of training needs analysis and training of the initial training.The problem puts forward that we should pay more attention to the fair distribution of training resources,the analysis of important training needs before the initial training,and the establishment of personalized professional training programs to provide the professionalization ability of C municipal direct civil servants in the initial training.
