Investigation And Research On The Basic Prevention Of Rural Public Security In Changde Region

Maintaining social order and ensuring public safety is the prerequisite and important guarantee for a country's peaceful and stable development.To the grassroots level as the main battlefield of public security,adhere to center of gravity,and security forces sank down.The prevention and control of social security in rural areas is an important part of the construction of the national public safety system.However,influenced by various factors such as regional differences and economic and social development,the construction of rural social security prevention and control system is obviously lagging behind the national average level,which is a short board that needs to be strengthened in the construction of public security system in China.In particular,compared with the city,the idea is relatively backward,the basic work is relatively weak,the means of prevention and control are relatively limited.I feel at the grass-roots work that the prevention and control of social security in rural areas has distinct characteristics,mainly in the following aspects: first,there is a contradiction between "less" and "more".The rural police force is relatively small,but the service area is wide and the population is large.Two is the emphasis on striking and defending.The types of rural public security problems are relatively centralized,but case investigation is relatively difficult.Three is the need for the cooperation between the main and the auxiliary.We need to play the core and main role of the rural police stations,and also mobilize party and government departments,grass-roots organizations and social units.The four is the choice of construction and management.The construction and maintenance cost of material defense technology facilities in rural areas is relatively high.What to build,how much,how to build and how to use them must be planned from the reality.To this end,the author believes that the focus of the current rural social security prevention and control should be based on public security prevention,and to solve the problems of weak foundation and poor mechanism in public security prevention.This paper,taking the basic prevention of rural public security as the breakthrough point,makes a preliminary interpretation of this concept.Taking the Changde area as the survey sample and taking the rural police station as the key point of investigation,this paper probes into the current situation,characteristics,problems and shortcomings of the basic prevention of public security in rural areas,explores some innovative measures and effective experience of the basic prevention of public security in rural areas,and puts forward some ideas and suggestions on strengthening and improving the basic prevention of public security in rural areas.
