Incentive mechanism is a very important content in the long-term mechanism of public security team management.The incentive mechanism plays an important role in enhancing the enthusiasm of the police and using the limited police resources to maximize their work efficiency.At present,China has stepped into the new norm of economic and social development.Contradictions among the people are prominent,criminal crimes are rampant,and the struggle against the enemy is complicated.The contradictory factors that affect social harmony and stability are widespread.During the crucial period of this reform and social reform,the public security work pressure has been continuously increasing,and extensive social conflicts have been continuously brought to the public security organs.The public's demand for a harmonious and stable social environment is increasing day by day,and the law enforcement ability and level of the public security organs are increasing..With the development of the social situation and increasing public safety requirements of the people,police officers and technicians,as the professional and technical teams of the public security organs,have played an increasingly important role and have become more clear about their work responsibilities.Since 2015,with the attention of the party and the government,our country began to deepen the reform of people's police troops which focused on solving the slow development of professionalization and specialization.Under the premise of this policy,the reform of police technical post sequence was formally implemented in March 2018,and the unidentified problems of the police technical personnel will be effectively solved.However,on the other side of reform,the problems still exist,such as the shortage of police force and the inequality of personal qualities.The workload and intensity of police technicians have not been effectively improved.In most public security institutions,the police technicians are always nagged by the lack of attention,low salary and welfare,narrow promotion channels and few opportunities for training.It not only frustrates the work enthusiasm of police technicians? personnel,but also limits the development and promotion of their technical level.In view of the imperfect incentive mechanism of police technical personnel,the existing incentive means cannot effectively enhance the working motivation of police technical personnel,or meet the increasing material needs of police technicians.As a result,police professional technical team could not be able to retain talents,attract talents and make good use of talents.This paper studies the incentives of police technicians from the perspective of classification,defines the incentive concept of police technicians,analyzes the current incentive methods and status of police technicians from the aspects of laws,regulations,policies and systems,etc.,andfinds the existing constraints of incentive mechanisms.And the reasons,in-depth exploration of policing technician? s incentive theory under the perspective of classified management.Based on this,it proposes measures and suggestions for strengthening incentives for policing technicians.
