The Study On The Government Behavior Of The Adjustment Of Minimum Wage Standard In Quanzhou City

The government needs to determine a reasonable and appropriate minimum wage standard to ensure that low-income workers receive social security while providing normal work,so as to minimize the adverse impact of the minimum wage system on the overall social welfare.The study on the government's behavior of adjusting the minimum wage standard and the appropriateness of the standard has both theoretical and practical significance.Starting from reviewing the theoretical origin and background of the minimum wage system,this paper introduces the current situation of the adjustment of the minimum wage standard in Quanzhou,points out that there are some problems in the adjustment of the minimum wage standard in Quanzhou,such as inconsistent understanding,low professionalism,imperfect mechanism and inadequate supervision,and analyses the reasons for the above problems.After comprehensively comparing the adjustment of minimum wage standards by the governments of Shenzhen and Suzhou,this paper puts forward some suggestions to optimize the government's behavior of Quanzhou in adjusting minimum wage standards,including strengthening publicity and guidance,forming a unified understanding,leading the adjustment process and participating in tripartite consultation,issuing accurate data and putting forward reasonable plans,strengthening law enforcement supervision and promoting the implementation of standards.The author hopes that the Quanzhou Municipal Government can change its understanding of the minimum wage system,correctly recognize that the minimum wage system is a basic social security system,and establish a long-term mechanism for the wage growth of migrant workers as soon as possible to meet the requirements of the market economy,rather than hope to achieve the goal of wage growth by raising the minimum wage standard.In the process of adjusting the minimum wage standard,the government should insist on the government's leading coordination and let the general trade union organizations representing the workers and the Federation of enterprises/entrepreneurs or federations of industry and Commerce representing the enterprises decide the minimum wage standard level acceptable to both sides through negotiation and negotiation.
