The Study On Social Organizations' Ability System To Undertake Government Purchasing Environmental Service

Social organizations,which belong to governance entities,appeared with development of the modernization of governance system and governance power.Government procurement service is a tie that links social organizations with the governance.And the construction of ecological civilization has been a hot spot since the18 th national congress of the communist party of China.Therefore,it is significant to explore the way how social organizations contribult to the ecological civilization construction by government purchase service.The system construction of social organizations is directly related to the progress of purchase projects,especially numbers of grassroots social organizations which play a important role in the transformation of governance guidelines and the development of ecological civilization construction.This paper aims to analyze the organization L,an influential grassroots social organization in Wuhan,with a research scope of environmental protection services.The second chapter introduced the L organization and its participation in government purchasing service.In chapter 3,we have evaluated the power system of L by the model of "pyramid-type" based on participatory observation,interviews,questionnaires and data collection.And it was found that L has a good ability to burden responsibility,a unqualified service provision and a good maintenance of reputation.The model presented a situation of architecture with the second layer of empty space,rich at the top and bottom,and an unstable foundation.Based on assessment results,the fourth chapter concluded that L has three predicaments in the power system of government purchasing environmental service,including financial support,human resources,and crisis public relations.The chapter 5 explored the underlying causes of these blocks.We found that there are internal reasons such as weak independence,lack of institutional settings,shortage of platform for development of native careers,defects in the personnel trainingand reserve mechanism.And there are external reasons such as single purchase mode,poor laws and regulations,low social status of social organizations.According to the above analysis,some suggestions about social organizations and government departments was made in the sixth chapter.Social organizations can start with the following: focusing on financing short boards,adjusting the capital structure;improving the organizational structure and diversifying capabilities;conducting culture and cohesion;adopting incentive measures and the training mechanism;actively disclosing information and increasing credibility.The government can promote the change of purchasing model,support social organizations;complete relevant laws and regulations,establish specific management systems and help social organizations improve their social status.
