The Research On The Development Of Service-Oriented Grassroots Women's Organizations In Shanghai

With the rapid social development and implementation of the national basic policy of gender equality, women have been playing an increasing important role in the society, which has raised higher requirements for grassroots women organizations. However, traditional women's organizations have difficulties in meeting increasingly growing demands of women and families.It was in the year of 2011 that All China Women's Federation initiated and launched the establishment of Women's Home at women's federations at neighborhood committees and villages. After the network of Women's Homes have covered the residential communities in Hong Kou District, Women's Homes have been set up by education trade unions, some schools, business buildings and markets in the same year. Meanwhile, two women social groups, which have been under the charge of women's federation were registered and founded at Civil Affairs Bureau. Followed by the proposal of establishing women's governance mechanism by Shanghai Women's Federation in 2013, the new women governance mechanism was adopted by 88.29% of residential communities in Hong Kou District by 2014. According to the requirements raised by central committee of CPC concerning the work of mass organizations, women's neighborhood representative congress in Hong Kou District was named neighborhood women's federation of Hong Kou District and women's representative congress of Hong Kou District was named executive committee of neighborhood women's federation of Hong Kou District as a pilot program by the end of 2015.All of the efforts are aimed to create a service-oriented grass-root women's organization which is capable of getting accustomed to new environment and conditions. This paper analyzes the organizational structures, staffing, guarantee of funds, and operation pattern of the grassroots women's federations to explore problems and make propositions.
