Research On Township Government Governance In Mengla County Of Xishuangbanna

Xishuangbanna Mengla County is located at the southernmost tip of Yunnan Province in China.Its characteristics of borderline,cross-border ethnic and religious are particularly prominent,and it is typical and representative across the country.At present,under the background of advancing the modernization of national governance capabilities and governance systems,it is of great significance to study and explore the innovation of governance capabilities of grass-roots governments in cross-border ethnic and religious regions.This article focuses on the study of the Hinayana Buddhism townships in Mengla County of Xishuangbanna.It is based on the government governance theory,national policy theory and religious policy theory.And it is set against the background of the status quo of the development of the region and the status quo of grass-roots government governance capabilities.From the three perspectives of borderline,cross-border ethnicity and religion,the problems and causes of the governance of grass-roots governments in the townships of Mengla County,Xishuangbanna was analyzed in detail.Eventually,the innovative and feasible countermeasures and suggestions were proposed from four aspects of ethnic and religious policies,allocation of resource structures,economic and social development,and government self-building.The purpose of this paper is to provide a model for China's border governance,governance of ethnic areas,and governance of religious regions by studying and exploring the governance capabilities of the grass-roots government in Mengla County.It is hoped that the academic discussion on grassroots governance issues in Mengla County can play a valuable role,and it is expected that the grass-roots government would build Mengla County into an exemplary governance area for cross-border ethnic and religious regions.Special emphasis should be placed on the fact that religious governance is neither eliminated nor abolished,but rather actively nurturing religious believers to practice the core values of socialism and guiding religious believers in a healthy way to understand the government's religious policy carefully.At the same time,it is necessary to highlight that the Hinayana Buddhism is conducive to ensuring social stability in the cross-border ethnic minority areas.It is necessary to exchange Hinayana Buddhism with the overseas nationalities on the basis of national interests,resolutely put an end to overseas organizations that use religious religions,and prevent religious infiltration.
