Study On The Urban Community Endowment Service Integration From The Perspective Of Welfare Governance

This paper mainly studies the current situation of the old-age pension,the community needs of the elderly in the context of the need for development,how to integrate the existing ways to break the existing community pension service fragmentation problems,so that the community pension service to meet the needs of the object to improve the development of services problem.This paper from the perspective of welfare governance,summarizes existing policies of community services for the aged from policy beneficiary,supply contents,conveying mechanisms and selection of fund along with path from China,Guangdong Province and Guangzhou.And then according to the supply,use and integration of welfare,the paper analyzes the supply situation of community services for the aged of Guangzhou from supply main body,supply contents and services conveying.This paper takes street D in Guangzhou as example andstudies circumstance of separation of elderly care service resources by adopting multi-case analysis method in qualitative researchfrom service demand,performance of separation of supply and demand,consequence and reason of separation.And then the paper takes street H in Guangzhou as example and analyses integrated practice of community services for the aged from multi-body of welfare governance,dependency and cooperation of multi-body and cooperation mechanism between bodie s.Through the above research,this paper draws the following conclusions: the current urban community pension service policy design and service supply of the fragment,resulting in lower service coverage,the service object to accept the service frequency difference is large,the service object's deep service demand response weak And so on.The reasons for their fragmentation are the lack of service supply content and the delivery of the top design,the actual operation of the fragmentation of the operatio n of the government and community pension services is far from inadequate.Through the long-term care of the overall planning of community care services,a variety of elements with each other to carry out community support services and participate in gover nance between the main body interdependence and cooperation between the path can be initially integrated.After conclusions,the paper puts forward to policy suggestions from three aspects: planning the development of integration of community service for t he aged,setting upmechanism for docking demands from the aged and integration of community service for the aged and promoting joint participation of supply bodies of community service for the aged,to coordinate all kinds of elderly care servicesresources for guaranteeing a happy and comfortable life for the aged.
