Preliminary Exploration On Improving Supervision On Rural Affairs

Villager autonomy is an important basis for the socialist democratic politics construction with Chinese characteristics while the democratic supervision plays an important role in the normal operation of the democratic political system.The paper researches the supervision system on rural affairs with the goal of further exploring and improving the system.Through studying the sample case of Pingyuan County's supervision work,the paper analyzes the difficulties and bottlenecks encountered in the specific operation and development process of the supervision work on rural affairs in order to come up with corresponding suggestions and opinions to perfect the supervision work based on the locality and particularity of rural villages.Recent years have witnessed the great progress in the development and practice of the supervision system on rural affairs.At the same time,there have also been problems of different difficulty levels occurring in the specific operation of this supervision work.Therefore,it is of an urgent need to give a comprehensive analysis on the difficulties faced by supervision on rural affairs and the deep reason behind them so as to put forward tentative measures for comprehensive improvement of the supervision work and find out the solution to how to make full use of supervision on rural affairs and further promote the process of supervision and village autonomy.With the help of massive literature comparison,the paper gives clear connotation definition of supervision on rural affairs and points out its fundamental role in present national strategic layout and economic development environment.The study also emphasizes on the decisive and fundamental role of rural politics,as the basic link of the national governance system,which should be in normal and orderly operation,in the achievement of social stability and the rule of law strategy.It further points out that an effective supervision mechanism is the safeguard for effective function of rural politics,which is elaborated in three aspects: supervision and prevention of corruption,government information distribution platform and close connection between the superior and the inferior.Moreover,through analysis on the experience and lessons accumulated in the process of the village system's development,the study concludes that the present operation model of the supervision system on rural affairs include villagers meeting report system,democratic appraisal,financial supervision system,inquiry system on rural affairs and collective auditing of village cadres and open village affairs system.The paper also analyzes positive influences brought by the operation of supervision on the social presence of the village.Through statistical investigation and collected first-hand information,the paper concludes that the plight of the supervision system in reality is mainly reflected in the failure of straightening out the organizational structure and system,personnel structure and the lack of independence of official authority,the imper fect design of mechanism guarantee as well as the supervision personnel' quality and so on.As for Pingyuan County,due to the impact of economic development and geographical position,a lot of problems occur in the practice of rural affairs supervision system.The paper attributes these problems to the lack of independence,the lack of education and literacy and the unsound legal system and other aspects and also gives preliminary analysis on the reasons behind these problems.In the end,combined with the problems of theoretical model and practical process,the paper points out that further construction of supervision system on rural affairs should be carried out through popularizing the concept,strengthening the role of the supervision committee on rural affairs,straightening out the mechanism system and perfecting the legislative work.
