Research On The Performance Of Rural Village Affairs Supervision Committee At Present

Villagers’ autonomy is an important part of grass-roots governance.Its core content is to conduct "elections,decision-making,self-management and supervision" through democratic means,and ultimately enable villagers to achieve the goal of "dealing with village affairs,educating themselves,and centralizing public resources to serve the villagers",which has full mass autonomy.Since the establishment of the villagers’ autonomy system in 1980,the long-term lack of democratic supervision in rural areas has led to the villagers’ autonomous regime being firmly grasped by the cadres of the "two committees" of the village,and the power without supervision is prone to corruption.In recent years,with the advancement of urbanization and the rapid growth of village-level collective assets,the phenomenon of "micro-corruption" of rural cadres has become increasingly serious.The establishment of the system of village affairs supervision committee is to join a kind of supervision force besides the party organizations and village committees in the countryside,aiming at supervising the behavior of the village "two committees" on behalf of all villagers and ensuring the healthy operation of villagers’ autonomy.Taking G Town of X City as the research object,this paper studies the dilemma in the performance of village affairs supervision committee from the micro perspective,and analyses the causes of the problems.At the same time,under the impetus of the reform of the national supervision system in the new era,the construction of Party style and clean government has further extended to the village group.Under this background,it puts forward effective countermeasures and suggestions to link the village organically.Supervisory and discipline inspection and supervision forces play an important role in promoting the democratic supervision of village affairs supervision committee.This article mainly consists of six parts,the introduction is the first part.This part explains the research background,research significance,current research situation at home and abroad,theoretical tools,innovations and shortcomings,and determines the object,methods and objectives of this study.In the second part,the definition,development process,role,responsibility,authority and obligation of the village affairs supervision committee are explained in detail,and the concept of the village affairs supervision committee is explained in multi-dimension.The third part first introduces the basic situation of G Town in X City,then interprets the organizational structure,supervision content and procedures,and performance of G Town Village Supervisory Committee.The fourth part summarizes the relevant problems in the process of performing the duties of the village affairs supervision committee,mainly including poor performance effect,serious part-time situation,imperfect supervision mechanism and weak democratic supervision atmosphere.In view of the difficulties in the performance of G Town Village Supervisory Committee,the reasons are analyzed,including lack of motivation,lack of self-ability,lack of external support,lack of accountability and other constraints.The fifth part gives the corresponding countermeasures and suggestions for the reasons analyzed,including maintaining the work independence of the village affairs supervision committee to enhance the power of supervision,strengthening self-construction to enhance the ability of supervision,increasing external support,strengthening accountability for performance,and promoting the construction of the rural "good governance" system.The sixth part summarizes and prospects the future research.
