Community is consider as the affected unit once emergency occurs and the important composition in urban management system to prepare for,respond to and deal with various emergencies.The subject of community is people and they play multiple roles in emergencies,like victim,governor,and responder.To study the community public emergency cognition and emergency education,is conducive to cultivating public emergency awareness as well as improve community capacity in emergency coping tactics,to reducing the number of casualties caused by casualties,property damage and adverse social impact,and further promote construction of safety community furtherly in disaster prevention and mitigation.The Junjingbei community in Tianyuan Street,Tianhe District,Guangzhou,is a typical a nd representative community in metropolis to research development tactics of community emergency education.Examples and experience of Junjingbei community can be referenced by other cities or similar urban communities to explore their own community emerge ncy education.In this study,the method of literature research,empirical analysis,qualitative and quantitative methods is used to analyze the current situation of community public emergency cognition and education,and then put forward the corresponding development strategy of public emergency education.The main research contents are as follows:Firstly,through result of field survey of Junjingbei community and references of domestic and foreign studies,put forward the purpose of the study,define the concepts of public emergency cognition and education and elaborate relevant theories.Secondly,referring to studies of measurement system,design questionnaire for community public emergency cognition and emergency education.Leverage SPSS 18.0 and factor analysis methodology to analysis existing problems and influencer of community emergency education based on result of questionnaire in four areas: demographic information,emergency cognition,influencer of emergency education,and current status of commun ity emergency education.Thirdly,through the analysis of the results of statistical data,the dissect of the problems of emergency cognition and education,and propose development tactics of community emergency education for urban community.The evaluation results show that there are significant correlations between emergency cognition and influencing factors,According to the research,characteristics of risk cognition,emergency psychological quality,government factors,cultural factors,information factors,learning intention,preparation behavior and community education investment affect the urban unit community public emergency awareness commonly.Based on profiling,we can output existing problems of public emergency cognition and education status in Guangzhou urban unit community,including insufficient public emergency cognition,weak emergency psychological quality,lacking emergency knowledge and technique,and not enough community education investment.Finally,author propose the quaternity of “popularizing emergency knowledge,strengthening practical practice,mobilizing community,and innovating education carrier” as the starting point,to promote public transition among four levels,“consciousness-knowledge-skills – ability”,to leverage advantage of internet information environment efficiently,and to establish multi-subject participation emergency education community level strategy.
