Research On The Government Behavior In Rural E-commerce Development In Kuancheng County

the combination of “Internet Plus”economy and agriculture contributed to the development of rural e-commerce,the central and provincal government both have made a series of good guidances and policies to promote the development of the rural e-commerce,At the same time,many local and basic governments are also seizing the opportunity and following the trend to pave the way for the development of the local rural e-commerce.This paper aims to explore the Kuanchen County government's behavior in the development of rural e-commerce in the county,and aims to provide reference for the Kuanchen County government in decision-making,management and service from the current situation,deviation and adjustment.This study sums up the related research results about government behavior in the development of rural e-commerce at home and abroad,starting from the government behavior's characteristics and requirements in the development of rural e-commerce,which based on the public choice theory,project management theory,new public service theory,the theory of holistic governance and network governance.Besides,we take Kuancheng County's government behavior in the development of rural e-commerce as the research object,using the method of field interviews,to explore Kuancheng County's government behavior in the development of rural e-commerce,and summarize it as project leading and planning,funds distribution and supervision,rural e-commerce elements construction,local enterprises promotion and project communication five aspects.Then,this paper uses comparative method,putting forward the Kuancheng County's governance weaknesses in rural e-commerce project planning,project supervision,elements nurturing and service mechanism,and then putting forward adjustment measures based on the above deviations.This paper thinks that,to improve the Kuancheng County's governance,the Kuancheng County government can take four measures,like clearfing the location of Kuancheng County's rural e-commerce project,standardizing the supervision of rural e-commerce project,strengthening the development of rural e-commerce elements and improving rural e-commerce service mechanism.We believe that,do as the four aspects,the Kuancheng County's rural e-commerce would make a bigger development progress.
